The University of North Texas System (UNTS) subsequently referred to as the Owner, requests firms’ qualifications for
Professional Services to facilitate the Programming and Design Services for renovation to support the expansion of
academic programs at a new off-site campus location. The selected firm will be highly qualified with proven experience
and expertise in the delivery of high-quality health sciences academic projects along with the ability to implement a
user-driven process to achieve the goals and objectives established for the project. The selected firm will be required
to implement a well-coordinated programming and full design process that complies with the vision and goals of the
University. The selected firm will have the proven ability to implement a user process and provide adequate, well
informed project estimates during all phases of this project. The project delivery method will be Construction Manager
at Risk (CMAR). Successful experience in providing quality documentation and partnering with both the Owner and
selected contractor during all phases of the project is vital.
The firm’s response to the Request for Qualifications (RFQ) will be the basis of determining the competence and
qualifications to perform the professional services as required by the proposed project.
Sealed qualifications for RFQ769-26-1025ER will be received by the UNTS up to 2:00 p.m. CDT on July 7, 2026.
Responses received after the date and hour above stated will not receive consideration.

Site Visit
A site visit will be conducted at 10:00a.m. on June 15, 2026. The site walk will cover the area of renovation within the
building. This will be the only site walk conducted, no other site visits will be allowed. We will meet in the lobby area
of Inspire Park, 6170 Research Road, Frisco, Texas 75033. Parking is available around the building.

Project Description
UNT Health is seeking to expand academic programs at the UNT Frisco Inspire Park campus. To accommodate this
expansion, renovations to UNT Inspire Park will be performed. This will be a phased project with the initial phase
providing 20,000 square feet of general academic classrooms, specialized class laboratories, and associated support
spaces for Texas College of Osteopathic Medicine (TCOM), Nursing and other future programs including a teaching
anatomy lab and simulation center.

Historically Underutilized Business (VetHUB)
It is the policy of the Owner to promote and encourage contracting and subcontracting opportunities for
VetHUB in all contracts. The firm will be required to provide a VetHUB Subcontracting Plan (HSP) for the
intended subcontracting opportunities for this project.
All subcontracted work whether identified by the Owner or not, is required to be identified in the HSP. The
Plan should reflect all subcontracting opportunities to be utilized in this project and can be found online at

print, sign and submit the VetHUB Subcontracting Plan form with the response. Failure to complete the

The Owner is not bound to accept any of the RFQ responses if they are not in its best interest, as determined
by the Owner. The Owner reserves the right to: (a) enter into agreements or other contractual arrangements
for all or any portion of the Scope of Work set forth in this Proposal with one or more respondents; (b) reject
any and all responses and re-solicit responses; or (c) reject any and all responses and temporarily or
permanently abandon this procurement, if deemed to be in the best interest of the Owner.
The Owner has set a VetHUB Subcontracting goal for this service at 3.25%.

and partnering with both the Owner and the selected Contractor during all phases of a project is vital.
The firm’s response to this RFQ will be the basis of determining the competence and qualifications to perform the
professional services as required by the proposed project.
Initial services will include facilitation and documentation of the project programming process for the scope of the project
described within this RFQ solicitation. Upon successful completion of the programming phase, the Owner may elect to
extend the services of the contract to include the design, bidding assistance, and construction administration phases.
If the Owner does not elect to extend the professional services for the design, bidding assistance, and construction
administration phases, the Owner may either select another firm based on the responses from this RFQ or re-solicit.
The selected firm may also provide programming and design services for additional phase(s) if desired and approved
by the Owner.
Background & History
UNT Health Fort Worth was founded in 1970 as the Texas College of Osteopathic Medicine (TCOM) as the first
osteopathic medical school in Texas. Today it provides advanced degrees through six (6) colleges that prepares over
2,200 students to become successful, innovative healthcare leaders across many disciplines, keeping patients at the
center of education, research and care With the main campus located in the cultural district of Fort Worth, Texas, UNT
Health is seeking to expand academic programs at the UNT Frisco campus at UNT Inspire Park where renovations will
be performed.
Project Description
This will be a phased project with the initial phase providing approximately 20,000 square feet of general academic
classrooms, specialized class laboratories and associated support spaces for TCOM, Nursing and other future
programs including a teaching anatomy lab and simulation center.
Statement of Work:
A. Project Programming - The selected firm will be required to provide and fully document the project
program for design and construction for all aspects of the project scope.
Deliverable may include a draft program, final draft program, and a final program that may include the
following (at a minimum): alignment of project vision, goals, and objectives; peer benchmarking;
program/space allocation; functional relationships; site/building analysis; master plan alignment; space
test fits; specific room requirement including mechanical, electrical and plumbing; general design
requirements; security considerations; applicable codes and standards considerations; and detailed,
informed project cost estimate and project phasing if required to align the college’s vision and goals to
the budget at each deliverable.
B. Project Design –If the Owner elects to extend the services, the selected firm will be required to develop
a comprehensive design package. Deliverables will include (but are not limited to) schematic design,
design development, construction documents and specifications. In addition, the architect’s design
services must include preparation of detailed construction cost estimates at schematic design, design
development, and 60% construction documents for Owner’s review. It is imperative that the
architect/engineer firm monitor the design during the various stages of the project, so the Owner’s
construction budget is not exceeded.
C. Contractor/Subcontractor Bidding – The selected firm is to attend all contractor pre-proposal meetings
and provide any additional documentation required by the contractor during the bidding and selection of
the subcontractor trades.
D. Construction Administration – The selected firm will provide a full array of construction administration
services. These services will include (but are not limited to) submittal and shop drawing approvals,
construction and post construction documentation, issuance of architectural supplemental instructions
(ASI), compilation and completion of punch lists, all close-out documentation including record drawings,
and participation in all construction meetings.
E. Project Budget – The project budget has not yet been established. Once established by the Owner, the
selected team will be responsible for employing strategies to ensure the budget is not exceeded during
the various project phases.
F. Construction Budget – The construction cost budget for this project has not been established and will be
informed by the programming concept studies and cost estimates developed during the programming
phase as well as costs for similar projects on the UNT Health Fort Worth campus.
G. Project Schedule – Please include in the response an anticipated schedule for the design, and
construction phases of the project.
It is currently anticipated that the project would need to be completed in May 2030.
