Description
This Class Justification and Approval covers all VSFB controller system purchases from the effective date of this Class Justification and Approval through 2031. DDC controller system purchases during the next 5 years are expected to number 2,000 units (the number of units expected to reach the end of service life). The 2,000 units was calculated utilizing builder data with the HVAC systems, nearing end of life, that will require an upgrade/update including the control system. This data was acquired from the Builder SMS data. From that, a single controller was calculated for each air handler, boiler, and chiller. The building square footage was divided by a predetermined square footage to determine the number of zone controllers. These figures were then increased by 25% to account for unscheduled failures and their replacements. The sum of the estimated scheduled and unscheduled replacements was approximately 2,000 units. Additionally, each unit is a different type of controller, which will include routers, large equipment controllers, single zone controllers. Automated Logic will be able to provide the number of units. It is a large company with the ability to manufacturer the controllers on a large scale, and their controllers are manufactured in the US. The size and complexity of HVAC control systems depend on the facility. Some systems can be small and simple while others can be large and complex. Depending on the equipment that makes up the HVAC system, different Automated Logic controllers will be needed to control the type of equipment. While the cost per controller varies based upon the type of controller, the current average controller cost is estimated at approximately $850 per unit based on market research. When an average inflation rate of 5% is considered the average cost is expected to increase to $1,100 by 2030. Based on the estimated 2,000 units which may be replaced in the next 5 years and average estimated costs varying between $850 and $1,100, the total spend necessary for these units has been estimated at approximately $2.5M over the next 5 years. The type of appropriations that will be used are dFSRM funds, MILCON, and central funds. There will be no IP/IP rights associated with this Class Brand-Name Only Justification because it will only be utilized for firm-fixed price construction, renovation, and repair projects. The approval of this Class Brand-Name Only Justification will eliminate inefficiencies and duplication in cost by reducing the training requirement by an estimated $80K and 830 hours per 5 year training cycle and the need to train USAF HVAC technicians on multiple manufacturer control systems. The manufacturers of the top three HVAC control systems that are installed on Base were contacted by Civil Engineering (CE) to get the price and time requirement for their required classes needed to train a technician to utilize and access these systems. The average cost and time to complete these classes and an assumed training/retraining of 1 technician of each year was calculated and compared to the training requirement for 1 control system vs 3 control systems which estimated to the $80K and 830 hours per 5 year cycle. This notice advises that any interested responsible party that believes it is equally or otherwise uniquely capable of providing a substitution for meeting the requirements should submit a capability statement.
