Project Description: General Notice
The Derry Township Municipal Authority (Owner) is requesting Bids for the construction of the following Project:
HIGH MEADOW PUMP STATION UPGRADES PROEJCT
Bids for the construction of the Project will be received by the Owner online, until Thursday, November 13, 2025, at 1:00 PM local time. At that time the Bids received will be publicly opened and publicly posted on PennBID’s website.
The Project includes the following Work:
Project generally consists of, but is not limited to: construction of a new submersible style pump station with wet well, valve vault, control building, emergency generator platform, site piping and improvements, and related electrical work to replace the existing High Meadows Pump Station, and demolition of the existing pump station. The Project also includes the construction of approximately 3,600 feet of 16” HDPE force main, 90 feet of 12” PVC force min, 172 feet of 15” gravity sewer main and associated manholes and appurtenances.

Information and Bidding Documents for the Project can be found at the following designated website:

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Pre-bid Conference
A non-mandatory in-person pre-bid conference for the Project will be held on Thursday, October 23, 2025 at 9:00 AM local time at Owner’s office; 670 Clearwater Road, Hershey, PA 17033. A site visit to the existing High Meadows Pump Station will immediately follow the pre-bid conference.
Instructions to Bidders.
Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%.
All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBID in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Statutory Requirements.
Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid.
Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972.
This Project falls under The Commonwealth of Pennsylvania enacted Act 141 of 2022, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award.
The estimated cost of this project is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. If Federal Funding is allocated for the project, the estimated cost of this Project is greater than Two Thousand Dollars ($2,000) and the federal Davis-Bacon Act shall apply.
This agreement for services related to a project that is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent of an approved waiver, all iron, steel, manufacturer products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.
American Iron and Steel (AIS) provisions apply for Clean Water State Revolving Funds under the Consolidated Appropriations Act, 2016 as amended.
All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142)].
This project is being federally funded by EPA financial assistance dollars through the Pennsylvania Infrastructure Investment Authority (PENNVEST) and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulation at 40 CFR Part 30, et al.
All bidders are hereby notified that in regard to any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly the successful bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of work, or any other activity required under the contract on account of gender, race, creed or color.
The Owner reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Owner, and to reject any or all proposals.
