Description:

The City of Williamsburg (hereinafter referred to as the City) is requesting proposals from licensed and qualified engineering consultants who wish to be considered to provide the professional services identified below. The City intends to obtain professional services for the following categories:

Category 1 – Basic Engineering Services generally consisting of, but not limited to:

a)   Civil Engineering

c)   Structural Engineering

e)   Design and Construction Administration

f)    Right of Way and Easement Acquisitions

Category 2 – Environmental and Stormwater Engineering Services

Category 3 – Water and Wastewater Engineering Services

Category 4 – Traffic, Bridge, and Transportation Engineering Services

Category 5 – Surveying Services

Category 6 – Geotechnical Engineering and Materials Testing Services

Category 7 – Inspection Services


The scope of work shall consist of, but not limited to, some or all of the following disciplines: preparation of studies, reports, preliminary investigations, preliminary and final construction plans, inspections, cost estimates, and construction specifications. Design services may also include, but not be limited to: environmental review, necessary permitting, surveying, subsurface utility investigations, utility coordination and design, drainage and storm water management design, geotechnical investigations and analysis, development of maintenance of traffic and transportation management plans, maintenance and submission of all project related records and data to all appropriate agencies, public participation, construction submittal review, and project administration. The scope of services and fees for projects assigned under any Letter of Agreement resulting from this RFP will vary according to the City’s requirements and task orders shall be negotiated on an individual project basis

Qualifications:
The Offeror shall perform one or more Professional Engineering, Land Surveying, or Landscape Architecture services as hereinafter stated, which includes basic engineering generally consisting of civil; surveying; environmental; construction management; stormwater infrastructure engineering; structural engineering; water & wastewater engineering; traffic engineering; bridge engineering; and transportation engineering. The Offeror represents that it is duly licensed to perform, and will provide to the City the best possible advice and consultation within Offeror’s authority and capacity as a licensed professional. The Offeror will comply with the regulations, laws, ordinances, and requirements of all governmental agencies and authorities that have jurisdiction over design criteria and environmental impact applicable to the project(s) on which it performs services under this RFP and the Letter of Agreement resulting therefrom.

The professional and technical adequacy of designs, drawings, specifications, documents, and other work products furnished under the resulting Letter of Agreement will be conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession. Where the City must have work done by Contract Change Order or additions resulting from an error or omission by a Offeror under a Letter of Agreement resulting from this RFP, such Offeror, shall provide, at no cost to the City, all professional services attributable to the Contract Change Order. This is in addition to the City’s right to recover from such Offeror damages for errors and omissions of the Offeror and its subcontractors.

The outline provided below is a general description of the work to be performed by the successful Offeror\(s) and the required qualifications and standards of performance for all categories. Specific requirements for individually assigned projects shall be defined in a mutually agreed upon scope of services prior to issuance of a requisition.
