A. Introduction & Background:
Aiken County Government is currently building a new Sheriff's Office Headquarters. This project is 100% for
Design Drawings and has started Construction work as of 02/20/26. The Architect and Designer is Moseley
Architects. The General Contractor (CMAR) is Hood Construction. Capstone Services, LLC is the Owner's
Project Manager. Aiken County Government is seeking to hire a qualified Furniture Dealer to provide
Qualification Statements and Proposals from interested and qualified firms.

B. Scope of Work:
1. Quotation Development
Take the furniture selections and specifications that have been developed and create a detailed
quote. This will require some meetings with Owner's Project Team.
2. Finish Specifications
Ensure the correct finishes are applied to each piece in the quotes along with helping us finalize the
specifications.
3. Order Review and Approval
Review the full list of furniture items, finishes, and pricing with Owner's Project Team for final
approval before ordering. Verify any field measurements needed prior to placing orders.
4. Furniture Procurement and Ordering
Place orders for all approved furniture items, ensuring accurate quantities, specifications, and
finishes.
5. Order Tracking and Coordination
Track all orders, manage delivery schedules, and keep the Owner's Project Manager updated on the
status of each item.
6. Receiving, Delivery, and Installation

Receive all furniture, coordinate delivery to the Aiken Mixed Use Building, and manage complete
installation in accordance with the project timeline and layout.
7. Punch List Management
Conduct a final walk-through with Owner's Project Manager to identify any damaged or missing
pieces. Resolve all punch list items promptly, including repairs, replacements, or reordering as
necessary.
Furniture Dealer Mark Up:
As part of your proposal, please indicate the mark-up percentage your dealership would apply to the
final net pricing from all manufacturers. The Interior Designer has established initial furniture
specifications for the building. This mark-up percentage will be applied once manufacturers and product
selections are
finalized.
The Project Team will work closely with the selected dealer and manufacturers to specifications,
at which point the dealer's stated mark-up percentage will be used to determine the final cost.
Please include the following in your response:
1. The mark-up percentage you propose on net pricing.
2. A separate percentage for installation costs.
3. Any conditions or exceptions that may apply to these percentages.
Note: Furniture Plans have been included for reference.
This process ensures pricing transparency and consistency as we move toward
final selections.
Example:
(Dealership Name) proposes a standard markup of (Percentage) on all goods purchased for the ACSO
HQ Project. This markup will be applied to the final negotiated pricing provided from each manufacturer.
(Dealership Name) will provide final manufacturer quotes with net pricing, along with a comprehensive
dealership quote reflecting the stated markup, for review prior to purchasing.

E. RFQ/RFP Submittal Requirements:
Format: The RFQ response must be complete, clear and concise, should not exceed twenty-five (10)
physical pages (20 pages of information can be included if using back and front of sheets) 812" x 11" pages and
numbered at the bottom right-hand corner of the page. The proposal cover, cover letter, table of contents, and
tabs will not count toward the page limitation. The submittal shall use a minimum 12-point Times New Roman
font.
CM@R Firms must submit one (1) original, 5 (five) hard copies and one (1) electronic copy. See section G for
more details.
Please separate your Dealer Markup page with any markup percentages, installation costs and mark this
Confidential Information as necessary from rest of the Proposal.
All offers must follow the same format. No exceptions to this format will be accepted. To be accepted for

F. Selection Criteria:
The evaluation committee shall review all responses and evaluate in detail those offerors whose qualifications
and services appear to best meet the requirements of the County. After the evaluation process, the selection
team shall shortlist candidates and conduct interviews with the highest ranked offerors. Proposers shall be
prepared to travel to Aiken County for interviews. See section C for interview schedule details.
The County shall negotiate with the highest ranked offeror. If negotiations are not deemed satisfactory with the
highest ranked offeror, negotiations may be performed with the second highest ranked offeror, and so on and so
forth until an acceptable negotiation can be made. Once a final determination has been made, a notice of intent
to award letter will be mailed out to all respondents. The County of Aiken is not required to furnish a statement
of the reason(s) why a proposal was not deemed to be the most advantageous.
Weighted Criteria:
Proposals will be evaluated based on the following:
Dealer Mark-up % (25%)
Installation Pricing and Schedule (10%)
Relevant Experience and References (35%)
Project Management / Team Capabilities (30%)
A select number of qualified candidates will be chosen for an interview as part of the evaluation process prior to
the final selection of the awarded furniture dealer.
This interview will provide an opportunity to discuss the proposal in greater detail, clarify any questions, and
assess the dealer's ability to meet project requirements. Selection for an interview does not guarantee award of
the contract, but rather serves as an additional step in ensuring the best fit for the project.
G. RFQ Submission Process
Qualifications Statements shall be submitted in both electronic and hard copy no later than 2:00 p.m. EST
on Thursday, April 30th, 2026. Responses must be prepared in conformance with the guidelines
described in this RFQ/RFP. Responses received after the deadline will not be considered.

H. Conditions and Reservations
The successful firm will be expected to sign Purchase Order or possibly an A151 document with the County of
Aiken. The successful firm shall execute and return the contract documents and the required Certificate of
Insurance to the County within seven (7) calendar days after receipt of written notice of formal award. The County
reserves the right to include additional terms and provisions, as negotiated.
Upon receipt by the County, each submittal will become the property of the County, without compensation to the
offeror, for disposition or usage by the County at its discretion. The County shall have the sole discretion in
evaluating the qualifications of the Design Firms. The County reserves the right to reject any and all submittals
and is not bound to accept any submittal if it is contrary to the best interest of the County. The particulars of any
proposal will remain confidential until a contract is signed with the successful offeror. Any specific pricing or
mark ups that should stay confidential should be submitted as a separate sheet and clearly marked "Confidential"
as well.
The winning Furniture Services firm will be required to sign a statement and comply with SC Code Section 44-
107-10 et. seq. relating to the S.C. Drug Free Workplace Act.
