Paragraph 3.7 Leak check directs contractor directs KR to accomplish a test by filling with fresh water.



Paragraph 3.8 Post Repair Testing says contractor must "test all repairs" by fill tank 4-171-3-F with water.



Is this post repair test in addition to the test required to find the leak(s)?



Answer:Correct. The initial hydrostatic test is to identify leaks in the tank boundary and the post repair test is to ensure any repairs to the tank boundary are satisfactory as well as a measure for Quality Assurance (QA).

Modification number 2 to Solicitation Request



The porpuse of this is to clarify general requirenments and scope of work to reflect questions regarding the job requested. This adds information regarding ship check and release of technical documentation, in section 4 - NOTES. Additionally, the SOW was referencing the wrong tank # in Para 3.7 and 3.8. This is corrected as such in this revision. See rivised SOW for more information.



The below question and iformation were answered on the SOW.

1. Since are required to supply the gaskets, what are the specs, type, model number, etc? Scope of work specifies SAE AMS C6183. Manhole covers are sized according to NAVSEA 805-1626726.





2. Also section 1.1 of the scope says the Intent is to find a leak between the 2 tanks. What does that mean? Do you mean you know 1 of the tank is leaking and or is the idea is to determine which of the 2 tanks has a leak?



Or does it mean that there is a leak physically occurring in a pipe that connects the 2 tanks? And the leak is not in either tank, but at some point (in maybe a pipe) in-between the 2 tanks? There are indications of liquid migration between the tanks shared boundary. This is based on level soundings of the tanks level by the ship’s crew. One tank would lose liquid, while the other gains it. The tanks were opened earlier this summer while the ship was in dry dock. The leak could be due to the manhole cover, or some weld repairs conducted earlier this year. That is the purpose of the leak test to identify where the issue might be.





This is modification number 01 to add date and requirement of CGC Polar Start Visit if required from any vendor interested in this solicitation.
