1.0        Title

Tower Refurbishment Pigeon Island – Lake Ontario

2.0        Background

The Canadian Coast Guard (CCG), has a requirement to refurbish the Aid to Navigation (AtoN) Tower at the Pigeon Island site. The tower is currently experiencing deterioration in the wooden enclosure that sits atop the skeleton style tower, as well as minor cracking in the foundation, and various levels of rust/delamination of the paint throughout the steel structure.

The structure is designated as historic, as such refurbishment must include keeping the material in the same likeness. (i.e. Using like for like lumber in replacements, matching colour of paint with existing, etc.)

3.0        Scope of Work

The following work must be completed:

-        Replace wood missing and damaged wood panels

-        Repair cracks in steel panel by welding

-        Repair cracks in concrete with epoxy injection

-        Remove rust and apply new paint

4.0        Site Locations

LL581 Pigeon Island site is located on Pigeon Island, ON (Lake Ontario). Pigeon Island is located South of the city of Kingston. Site locations are shown in SOW document. The sites coordinates are as follows:

Latitude: 44° 3' 59.41" N

Longitude: 76° 32' 59.27" W

5.0        Familiarization With Site

Before submitting a bid, it is recommended that bidders visit the site and its surroundings, at their own expense and schedule, to review and verify the form, nature and extent of the work, materials necessary for the completion of the works, the means of access to the site, severity, exposure and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their bid. No allowance shall be made subsequently in this connection on account of error or negligence to properly observe and determine the conditions that will apply.

Take all appropriate safety measures for any visit to the site, either before or after acceptance of the bid.

6.0        Delivery

This Contract’s completion date will be October 31, 2025.
