Bid Title: SHERIFF’S OPERATIONS BUILDING

Sealed Bids for the above referenced Bid Number and Title will be received until 3:00 PM on October 24, 2024 , at the Rockland County Purchasing Department, 50 Sanatorium Road, Bldg. A, 6th Floor, Pomona, NY 10970, at which time they will be publicly opened and read.

IMPORTANT NOTICE - Bid Distribution:

The County of Rockland officially distributes Bidding Documents through the Empire State Purchasing Group's Bid Notification System. Copies of Bidding Documents obtained from any other source are not considered official copies. Only those vendors who obtain Bidding Documents from the Empire State Purchasing Group's Bid Notification System are guaranteed to receive addendum information, if such information is issued. Description of Work: Description of Work: This project is the renovation of the old County of Rockland Highway Department Administration Building and Garages. The reconstruction of this entire facility will address all compliance with current NYS Uniform Fire Prevention and Building Code and Energy Conservation Code. The construction of the new Sheriff’s Operations Building will consist of all new interior finishes, floors, walls, ceilings, lighting, HVAC, mechanical, electrical, plumbing, fire alarm, computer, data, telephone, ADA compliance, bathrooms, locker rooms, windows and doors, roofing, furnishings, equipment, and all other related building construction. This project will be contracted to a single prime General Contractor, who shall be responsible to coordinate and manage the work of all trades and subcontractors working on or supplying materials required to execute the contract. The entirety of this project will be performed in accordance with the rules and stipulations provided by the Project Labor Agreement (PLA).

Bids are being solicited for ONE contract – General Contractor, inclusive of the Project Labor Agreement General Contractor

In accordance with section General Conditions, submission of bids, Section 4.5.3 ., The Bidder shall submit with its Bid a separate sealed list that names each Subcontractor that the Bidder will use to perform the Work and the agreed-upon amount to be paid to each, for: (a) plumbing and gas fitting, (b) steam heating, hot water heating, ventilating and air conditioning apparatus and (c) electric wiring and standard illuminating fixtures.

The total Contract Time from the issuance of the Notice to Proceed until the total closeout of the project shall be 425 Calendar Days . The Contract Time to perform the construction work shall be 365 Calendar Days from the issuance of the Notice to Proceed to Substantial Completion.

The Bid security or deposit required to accompany this Bid is Ten Percent (10%) of the total Bid price in the form of a Certified Check or Bid Bond. Payee to be: Commissioner of Finance, County of Rockland, 50 Sanatorium Road, Building A, 8th Floor, Pomona, New York 10970.

Bid bonds/Bid checks will be returned after award of the contract to the successful Bidder or the rejection of all Bids.

Pre-Bid Meeting: A Pre-Bid Meeting will be held on Thursday, October 10, 2024 at 10:00 A.M., at the Facilities Management Conference Room, 2nd Floor – Building A @ the Dr. Robert L. Yeager Health Center, 50 Sanatorium Road, Pomona NY 10970.

The County reserves the right to waive any irregularity in Bidding deemed in its sole discretion to be non-substantive or technical in nature, and to reject any or all Bids and to accept any Bid or Bids as submitted, or as modified, which in the opinion of the County will be in the best interest of the County of Rockland.

The Bid of each Bidder shall contain the certification to non-collusive Bidding as set forth in Section 103-d of the New York State General Municipal Law, included in the specifications. Bidders must strictly comply with this requirement.

Filing Section 8 Bidding Forms 8.0 to 8.10 of the Contract Documents is mandatory when submitting your Bid for this project.
