INVITATION FOR ARCHITECTURAL/ENGINEERING SERVICES
The Georgia Department of Defense (GADOD) seeks additional Architectural/
Engineering Services for the design of various institutional facilities on an
Indefinite Delivery/Indefinite Quantity contract for a period of one year,
beginning 01JUL 2026, with four additional optional years. Projects will be
located throughout the State of Georgia for various institutional facilities.
A/E Services will include calculations, cost estimates, designs, drawings and
specifications of suitable quality and completeness for bidding by contractors.
Supervision of construction may be included in the services. The estimated
construction costs of projects will range from $10,000 to $10,000,000.
Architecture/Engineering firms meeting the requirements described by this
announcement are invited to submit a completed Standard Form 330 no later

Consideration for selection will be based upon the following criteria in order of
importance:
1. Can Provide an Onsite, Dedicated Project Manager (Liaison) for the GA
DOD that meets all agreed upon timelines with the engineering disciplines
to assist in the efforts.
2. Specialized multi-disciplinary expertise in architectural, civil, structural,
mechanical, electrical, telecommunications, force protection, information
technology, environmental and consulting.
3. Experience in National Guard facility design.
4. Experience in other governmental/institutional facility design.
5. A dedicated project team with limited turnover of personnel.
6. Experience in review and evaluation of contractually required submittal
requirements and timely responses to same.
7. Location of firm.

Submittals should address the selection criteria specifically as published.
Following an initial evaluation of qualifications based solely on submitted
information, five or more firms will be selected for review and evaluation by a
selection board. The selection board may check references, require a telephonic
or in person interview, and/or require a presentation by principals.
This is not a Request for Proposals. Fees will be based on a percentage of
construction costs in accordance with Appendix H, National Guard Pamphlet
415-5, NGB Uniform Standards for the Payment of Architect-Engineering
Services Fee Schedule, dated 31 July 2003.

STATEMENT OF WORK
STATEMENT OF WORK FOR ARCHITECTURAL AND ENGINEERING SERVICES
GA ARMY NATIONAL GUARD - GA DEPARTMENT OF DEFENSE
1. General
a) Architect-Engineer (A/E) Services are required to support the GA Army National
Guard (GAARNG) mission requirements. A/E services shall include, but not be
limited to performance of multidisciplinary engineering, energy, National
Environmental Policy Act (NEPA) documentation, environmental studies,
investigations and surveys, master planning, geographic information system
(GIS) collection, planning/ programming charrettes, and development of
construction documents in support of the GAARNG and guided by current
applicable standards while maintaining compliance, quality control, and
adherence to USACE standards, Army Regulations, and specific project
requisites. Typical work may include, but is not specifically limited to:
1) The preparation of plans, specifications, calculations, and cost estimates.
2) The development of cost management, quality control, and quality
assurance plans.
3) Construction surveillance inspections.
4) Development of design standards.
5) Preparations for design submissions.
6) Collection of GIS data.
7) Making technical, economic, planning, environmental and value
engineering studies, analyses, surveys, investigations, reports, and other
studies including schedules and charts for sequence of operations in the
construction process.
8) Development of performance criteria or bridging documents for design-
build projects.
9) Development of documents to support various Government construction
programs.
10)Providing technical support for source selection procurement processes.
11)Total building and/or existing building commissioning services.
12)Comprehensive interior design.
13)Provision of program management services.
14)Energy audits.
15)Installation Energy and Water Plans.
16)Facility system re-tuning.
All to opographical surveys, noise studies, excavations, chemical tests,
labooratory testsm pressure tests,e lectrical tests, corrosion, cathodic
protection tests, soil borings, soil analysis, hydrographic and
geotechnical engineering services, forensic investigations, HVAC test and
balance, and other tests required for the completion of each delivery order
and its options, shall be the responsibility of the A/E. These projects will
require multidiscipline A/E services for National Guard locations throughout the
State of Georgia.

b) Services may include, but are not limited to, a wide variety of professional
services in support of projects for administrative, industrial, and support facilities
to meet the needs of the GAARNG. Projects may include the following National
Guard installations/facilities: aircraft hangars; maintenance facilities; vehicle
maintenance facilities; support equipment maintenance facilities; administrative
offices; supply facilities; civil engineering facilities; dormitory buildings; training site
facilities; readiness centers (armories); fire stations; security forces facilities;
munitions maintenance and storage facilities; communications and electronic
maintenance; mobility; dining facilities; medical training facilities; roadways;
military airfield pavements; site utilities; infrastructure; aircraft fuel storage and
distribution systems; and other support facilities.
c) The A/E shall perform all services required for any project in accordance with the
requirements of the Statement of Work or Project Book, Minutes of the Criteria
Review Conference (if any), and applicable parts of the delivery order. These
services are typically known as Title I, II, and III services, to include reproduction.
A/E shall make a site visit survey on all design projects and conduct on-site
investigation services - reviewing existing plans and as-builts exclusively is
not adequate. Failure by the A/E to execute site visits prior to design shall
not relieve the A/E of responsibility for errors and/or omissions of existing
conditions found during construction.
d) When preliminary drawings are approved in writing by the Contracting Officer
Representative (COR), prepare final designs, detailed working drawings, and
specifications in accordance with applicable Government standards necessary for
the effective coordination and execution of the construction work. Drawings and
specifications shall be revised as necessary. All such drawings shall be prepared
in AutoCAD or other such means of computer aided drafting software of approved
quality by such methods, and of such quality of workmanship as will permit the
making of satisfactory reproductions thereof, and the revision of such drawings
for record purposes. Architect-Engineer's published drafting and CADD
standards shall be used as the basis for creation of CADD files prepared which
generally adhere to the National CAD Standard, Version 2, jointly published by
the National Institute of Building Sciences, the American Institute of Architects,
the Construction Specifications Institute, and the Tri-Service CADD/GIS
Technology Center and US Coast Guard. Prepare and furnish copies (such as in
digital format and/or paper format) as indicated in the respective task orders. In
the event additional copies are required, the State shall pay the cost thereof.
There shall be included in the specifications all provisions which the Contracting
Officer (KO) may direct to have incorporated therein relating to the advertising,
negotiating, or awarding of construction contract(s), conditions under which the
work shall be done, and any special provisions required by State laws and
regulations.
e) When directed, apply for necessary permits and obtain approvals from all Local,
State and Federal authorities for procurement by Construction Contractor. If

during the performance of the work and services it is necessary for the A/E to
secure the right of ingress and egress to perform any of the work required by
Title I onto properties not owned or controlled by the Federal Government or
State, the A/E shall, when practicable, secure the consent of the owner or the
owner's representative/agent, prior to effecting entry on such property. In the
event the owner requires the payment of any fee for a license to enter upon
and/or use such property, the A/E when so directed by the KO, shall pay such
fee and obtain a receipt thereof. The expenditures covering permit review fees
and other such fees shall constitute a reimbursable item under this contract, and
the A/E, upon presentation of a voucher therefore, duly supported by proper
receipts attached thereto, shall be reimbursed for the full amount thereof. All
delinquent penalties, in the form of additional monies, stemming from not
obtaining necessary permits will be the financial responsibility of the A/E and are
not reimbursable.
f) The A/E agrees that, in consideration of the fixed fees shown on individual
delivery orders, the A/E will, meeting all of the requirements of this contract,
control the design of projects so that the construction costs will not exceed the
maximum amounts available for individual projects. It is understood that the
previously mentioned construction cost will be determined by the lowest bona
fide bid received and acceptable to the National Guard Bureau and to the State.
It is further agreed that in the event no acceptable bona fide bid is received within
the maximum figure as set forth above, the A/E shall, at the direction of the KO,
and at no further cost to the National Guard Bureau or the State, revise such
plans so as to come within such maximum figure, such plans to be satisfactory to
the State and the National Guard Bureau. And it is further understood, that if
during the development of plans for projects, it becomes evident that the costs
will exceed available funds, the A/E will notify the KO and all work shall cease
and be held in abeyance until funding differences, scope, and/or criteria are
resolved and such changes as may be required are executed.
g) Needed services for each requirement will be negotiated and awarded as
individual delivery orders. Each delivery order may include multiple options and
be of a more specific nature. The A/E shall provide all services, materials,
supplies and supervision required to complete each delivery order.
h) Payment for A/E Services shall be in accordance with the established fee
schedule and other terms of the contract.
2. Statement of A/E Services
For GA Army National Guard projects, the A/E shall provide those services as
referenced in National Guard Regulation 415-5, Army National Guard Military
Construction Program Development and Execution.

3. Program Management
a) The A/E shall appoint an overall Program Manager to serve as the single point of
contact and liaison between the A/E and the GAARNG. The Program Manager
shall be responsible for the completion and coordination of all work awarded
under this contract and will ensure all activities performed relative to all awarded
work complies with applicable federal, state, Department of the Army, and
Department of Defense environmental regulations and/or guidelines. The
Program Manager is responsible for ensuring all other significant team members,
including subcontractors and consultants, have knowledge of the specific
regulatory requirements applicable to the project and its activities. Upon receipt
of a request for proposal (RFP), the Program Manager shall advise the KO in
writing of the delivery Project Manager and other significant team members
including subcontractors and consultants.
b) The Program Manager shall provide support to the IDIQ KO in review and
reconciliation of each delivery order awarded.
c) The IDIQ Program Manager will be required to attend Government directed
meetings of the contract as well as a joint post award meeting (site walk/pre-bid
process). Attendance at these meetings shall be at no additional cost to the
Government.
4. Design Criteria
a) Each submittal shall be prepared in conformance with the most recent version of
the design criteria or guidance referenced below. As additional supplements or
regulations are required, they will be included in the individual delivery order
Statement of Work (SOW).

b) The A/E shall design each project to provide a complete and usable facility/end
product within the given Maximum Construction Cost (MCC) provided by the
Government at the beginning of project design. The MCC shall include the
Construction Contract Costs, Government Furnished Contractor Installed (GFCI)
Equipment and Contractor Furnished Contractor Installed (CFCI) Equipment.
c) The specifications shall be complete, clear, and shall amplify all information
shown on the drawings and shall include detailed requirements for materials and
equipment. Material items will be specified using commercial specifications or
industry standards. Federal Specifications or standards may be used if
commercial specifications or standards are not available or applicable. The
specifications will be prepared using the Construction Specifications Institute
(CSI), 2020 Master format.
d) The A/E will provide a completed electronic Schedule of Material Submittals,
listing materials, equipment, certificates, samples, testing, substantiation
documents (for performance based design build projects), etc. by Division,
Section and Paragraph. Additionally, the A/E shall provide complete listings of all
Contractor required demonstrations/commissioning /testing, spare parts, and
extended manufacturer warranties. The schedule of Material Submittals shall be
provided as part of the Title I Pre-final Design submittal. Address each of these
requirements in the General Requirements Section of the Specifications and
include these forms as attachments.
e) Whenever the A/E specifies an item by brand name, the A/E shall provide the
salient characteristics and a general disclaimer shall be placed in the
specification subsection indicating the following: "The use of a brand name item
is to set a standard of quality and is not intended to restrict the contractor from
offering an equal item from other sources of supply. See Material and
Workmanship clause (FAR 52.236-5)." Any requirement specified as a sole
source or brand name shall clearly justify the need for brand name or sole source
in writing and shall receive approval of the COR and KO at or before the 65%
submittal.
f) The following wording shall be used in the specifications that unconditionally
require that items bear the label of the Underwriters Laboratories, Inc., or similar
organizations:

1) The Contractor shall submit proof that the (state item) that is proposed to
furnish under this specification conforms to the standard of the (list
appropriate testing organization(s) and shall be accepted as conforming to
this requirement.
2) In lieu of the label, the Contractor may submit a written certification from any
nationally recognized testing agency, adequately equipped and competent to
perform such services, stating that the (state item) has been tested and
conforms to the standards including method of test, of the (listed testing
organization(s).
5. Design Schedule
The A/E Project Manager along with the design-working group, shall develop, submit
and maintain a schedule incorporating delivery order milestones established by
GAARNG, for each delivery order.
a) Once the individual delivery orders are executed, the A/E shall prepare and
submit to the designated COR and KO, a schedule showing the order in which
the A/E proposes to carry out the work, with dates on which the several salient
features of the work will commence and the contemplated dates for completing
the same. Such schedule shall provide for completion of all environmental
permits or regulatory clearances applicable to the work and completion of all
work within the schedule provided in individual delivery orders. The schedules
shall be in the form of progress charts at suitable scales and indicate with
symbols the percentages completed at any time. The A/E shall correct and/or
adjust progress schedules as required. A current original copy of individual
project schedules shall be delivered by the A/E to the COR and KO.
b) The A/E shall furnish sufficient technical, supervisory and administrative
personnel to insure the prosecution of the work in accordance with the approved
progress schedule.
