The City of Kewanee is requesting statements of interest, qualifications, and performance data from qualified
engineering firms for professional assessment and potential repair design services at the North Water Treatment
Plant.
The project involves active water intrusion and apparent building-envelope, masonry, and possible structural distress,
primarily at the south side roof water tank / standpipe nook area. The City seeks a consultant team capable of
evaluating the building envelope, structural conditions, and water-storage support conditions, and developing clear
repair recommendations and, if authorized, bid-ready repair documents.
Anticipated Phase 1 Scope Includes:
• Site visit and field investigation of active and historical leak locations
• Assessment of roofing, flashing, coping, fascia, gutters, downspouts, sealants, penetrations, and adjacent
transitions
• Evaluation of exterior and interior masonry distress, including crack mapping, moisture entry paths, and
recommended stabilization / repair methods
• Evaluation of slab and structural support conditions beneath the rooftop tank / standpipe area, including adequacy
of thickness, support, and load path, as applicable
• Inspection of the stainless tank, inside and out, or definition of any recommended tank-specialist subconsultant
scope
• Identification of probable root causes versus secondary damage
• Near-term mitigation recommendations to reduce ongoing water intrusion and protect the potable water facility
• Written report with photo log, prioritized findings, recommended repairs, opinion of probable construction cost,
and proposed next steps
• Optional Phase 2 scope for final design, plans, specifications, bidding assistance, and construction-phase services
Submittals Should Include:
• Letter of interest
• Firm qualifications and relevant municipal water / wastewater experience
• Proposed project team and key disciplines
• Similar project experience
• Project approach and anticipated schedule for Phase 1
• Assumptions or exclusions
• Earliest availability for site visit
