The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Pearl Harbor (FLCPH) Hawaii is issuing this Sources Sought notice as a means of conducting market research to identify potential sources having an interest in, and industry technologies available to support/fulfil Joint Base Pearl Harbor-Hickam (JBPHH) requirement for Underwater Construction Team Two (UCT-2) Small Boat Operator Training Course Instruction.



This Sources Sought Notice and Request for Information (RFI) is issued for the purpose of developing a viable RFQ that will best communicate the Government's requirements to Industry through this exchange of information. Responses to this request are voluntary and will not affect any vendor's ability to submit a quote if, or when, an RFQ is released. The requested information is for planning purposes only and DOES NOT constitute a commitment by the Government, implied or otherwise, that a procurement action will be issued or ultimately award a contract. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this request.



Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. No solicitation exists. Therefore, do not request a copy or a solicitation. This Notice is an announcement seeking market information to determine qualified, experienced, and interested potential sources capable of providing the supplies described within this notice relative to the North American Industry Classification (NAICS) code: 611710 Educational Support Services with a small business size standard of $24M.



BACKGROUND/ REQUIREMENT: The Underwater Construction Team Two (UTC-2) provides a capability for construction, inspection, repair, and maintenance of ocean facilities in support of Naval and Marine Corps operations, to include repair of battle damage. Maintain capability to support a Fleet Marine Force (FMF) amphibious assault, subsequent combat service support ashore, and self-defense for their camp and facilities under construction. In time of emergency or disaster, conduct disaster control and recovery operations.



SUBMISSION REQUIREMENT FOR RESPONSES TO THIS SOURCES SOUGHT NOTICE:



1. The capabilities statement shall not exceed three (3) pages (all-inclusive with the exception of the title page, and table of contents). The capabilities statement shall be concise and focused to the requirements of the attached Statement of Work (SOW).



2. All responses shall include: entity name; entity address; business size; CAGE code; DUNS, current Facility Clearance Level; NAICS codes; point‐of‐contact name, telephone number, and email address and indicate if actively registered on System for Award Management.



3. Please provide any questions, comments, and feedback on the described requirement. Also, please note responses to this notice may not be returned.

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No request for a quote will be issued based upon this Notice. The information received will be considered solely for the purpose of determining whether conducting competitive procurement is in the best interest of the Government.
