Synopsis: SPE300-25-R-X015
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested.
Solicitation SPE300-25-R-X015 is designed to place Market Ready Fresh Bread and Bakery items, all fully competitive, on contract(s) for various Department of Defense (“DoD”) customers in the Puerto Rico Zone. The resultant contract will be issued as a firm-fixed price Indefinite Quantity Contract (IQC) with two pricing tiers for all items for the entire term of the contract. The contract period is expected to be from November 15, 2025 to November 11, 2028. Tier 1 will be from November 15, 2025 to November 13, 2027. Tier 2 will be from November 14, 2027 to November 11, 2028. This acquisition will be issued on an unrestricted basis. The total length of the contract will be three (3) years. It contains one (1) twenty-four-month tier and one (1) twelve-month tier.

Group 1: Puerto Rico Troops
All responsible sources may submit proposals that will be considered by DLA Troop Support. Copies of the solicitation will be found on the DLA Internet Bid Board Systems (DIBBS) at https://www.dibbs.bsm.dla.mil and Sam.gov. If not registered on DIBBS; prospective offerors will be required to do so prior to reviewing and downloading a copy of the solicitation. Requests for Proposals are in Portable Document Format (PDF). In order to download and view these documents, prospective offerors will need the latest version of Adobe Acrobat Reader. The software is available free at http://adobe.com.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular September 10, 2019.
The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
