DESCRIPTION OF WORK:



Project work consists of maintenance dredging Palm Beach Harbor within the Entrance Channel, Settling Basin, Extended Settling Basin, and the southern portion of the Expanded Settling Basin. All material is to be placed in the Beach Placement Area located immediately south of the inlet from November 1 through April 30. Incidental work includes, but is not limited to turbidity monitoring, screening, tilling, vibration control and monitoring, and environmental species monitoring. Project work consists of a base and three options.





The project will have an estimated period of performance of 140 calendar days after receipt of the Notice to Proceed (NTP). The stated time is inclusive of 60 calendar days to commence work and will be divided into base work and one option as follows:





BASE: 95 Calendar Days (Including Commencement & Demobilization)



OPTION A: 15 Calendar Days



OPTION B: 15 Calendar Days



OPTION C: 15 Calendar Days





Option A consists of dredging material from the extended settling basin and the expanded settling basin, which is estimated at approximately 69,000 cubic yards. This option is deemed necessary to provide longer stability of the harbor and prevent draft restrictions. This option will be funded by regular funds and/or favorable bids from the contractors.





Option B consists of dredging material from the expanded settling basin, which is estimated at approximately 65,000 cubic yards. This option is deemed necessary to provide longer stability of the harbor and prevent draft restrictions. This option will be funded by regular funds and/or favorable bids from the contractors.





Option C consists of dredging material from the expanded settling basin, which is estimated at approximately 60,000 cubic yards. This option is deemed necessary to provide longer stability of the harbor and prevent draft restrictions. This option will be funded by regular funds and/or favorable bids from the contractors.







The Estimated Magnitude of construction is between $10,000,000 and $25,000,000.





The Invitation for Bid (IFB) will be issued on or about 23 September 2024 and bids will be due on or about 23 October 2024.





Magnitude of construction is between $10,000,000.00 and $25,000,000.00.



NOTE: NAICS code 237990—Dredging: To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern.





The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, Dredging and Surface Cleanup Activities. The Small Business Size Standard for this project is $37.0 million.
