TO RESPONDENTS AND PLAN HOLDERS OF THE ABOVE REFERENCED RFSOQ: PLEASE NOTE CONTENTS HEREIN AND INCLUDE, SIGNED, WITH YOUR RFSOQ SUBMISSION.

It will be required that this addendum be signed in acknowledgment of receipt and that it be included with your proposal when same is submitted to Laurinda Micheels, Contracts Specialist, Bureau of Design and Construction, 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida, 32399-3000. Failure to do so may be grounds for rejection of the solicitation.

The following statements supersede & supplement the corresponding items:

1. Question: Are building architectural and/or landscape architectural services anticipated to be required under this contract?

Answer: Respondents are to limit their anticipated services to Coastal Engineering efforts. These include but are not limited to the design and permitting of beach nourishment projects, erosion control structures, public relations, computer modeling and engineering, beach access structures, living shorelines, habitat restoration, mitigation monitoring, coastal studies, marinas, CCCL design and permitting, boat docking and launching facilities. Information about survey providers, geotechnical investigations, or other similar support services should also be included in the RFSOQ response.

2. Question: Attachment B, page 12 of 19, Section 4: Project Management states, ”The respondent shall describe in-house project organization and management methods which are most appropriate to perform the type services described in Attachment B, section B.11 and Attachment C.” Attachment B, section B. 11 (page 4 of 19) is “Number of Awards”—there are no services described. Please advise if there is a second section of scope items you are referring to.

Answer: Disregard the mention of Attachment B. Consult Attachment C only.

3. Question: Attachment B, page 12 of 19, Section 5: Personnel Assigned/ Standard Form 330. We are asked to submit SF330 Sections A through E, which excludes project descriptions. The description of Section 5 on this page includes: “The Standard Form 330 should list additional projects of similar type that were not mentioned in earlier sections. Projects listed on the 330 must be relevant to the project requested in this RFSOQ and those that do not pertain to the types identified for this RFSOQ will not be considered.” Please confirm that you are referring to the projects listed in the individual resumes in Part E, and that you are not requiring either Parts F (Projects) or H (Additional Information) of the SF330.

Answer: Respondents shall submit SF330 Part I, Sections A through E, and Part II. Section I, Parts F and H are not required.

4. Question: Attachment B, page 13 of 19, Section 7: Past Performance—may we recreate the form, with the same information fields, in a way that is easier for us to complete and easier for you to read?

Answer: Respondents may recreate the form.

5. Question: The instructions state that Tab B Technical Response has a 23-page limit, excluding Standard Form 330, Past Performance References, and Licenses. When reading the description of the Technical Response Package, it appears that Tab B also includes 8 – Documentation Supporting Subcontract Arrangements and 9 - State Project Plan. However, Attachment G RFSOQ Response Checklist indicates that the State Project Plan and Documentation Supporting Subcontract Arrangements may be two additional separate Tabs. Can you clarify the number of Tabs and their contents?

Answer: The tabs may be organized as follows:

Tab A – Attachment A

Tab B – a - h as listed on the RFSOQ Response Checklist

Tab C – State Project Plan, with parts a - e as listed on pages 15-19 of Attch. B

Tab D - Submitted letters demonstrating subcontractor arrangements

6. Question: Attachment G RFSOQ Response Checklist shows an “h. location” included in Tab B. Technical Response—this is not included in the proposal breakdown in Attachment B. Should we include this in Tab B? If so, what are the requirements?

Answer: It may be included in tab B. Please list the addresses of any main and/or branch offices.

7. Question: How many respondents will be selected?

Answer: As stated on page 4 of Attachment B, “The Department anticipates the issuance of multiple contracts for services under this solicitation. The Department, at its sole discretion, shall make this determination. For the purposes of this solicitation, the term contract means multiple contracts awarded under this solicitation.”

8. Question: Does FDEP have any specific projects or work orders that are likely to be issued under this contract?

Answer: Yes, many are anticipated over the life of the contract.

9. Question: How does FDEP intend to distribute project assignments to selected firms?

Answer: The intent is to distribute the work among the qualified respondents.

10. Question: Is there any specific font size, type, or formatting necessary for the response?

Answer: The only requirement is 8.5” x 11” paper.

11. Question: In attachment B, Page 12 of 19, under details on Section 4 Project Management, the RFSOQ states: “The respondent shall describe in-house project organization and management methods which are most appropriate to perform the type services described in Attachment B, section B.11 and Attachment C.”   Attachment B, section B.11 on Page 4 of 19 references “Number of Awards.” There are no services listed under this section. Please advise.

Answer: Disregard the mention of Attachment B. Consult Attachment C only.

12. Question: If a staff member works remotely but supports multiple branch offices in Florida, should they be assigned and show support for only one branch office in the SF330 form, per directive on Page 11 (Section 3: Qualifications)

Answer: No. Please clarify which offices are supported by this remote worker.

13. Question: In Section B.29.B.3 – Qualifications, the solicitation states: “The responses shall be limited to the respondent’s office (branch office) that will be directly managing the projects. Projects that other branch offices have completed will not be considered in the evaluation of the response. The Department will consider the experience and capabilities of the presenting office staff who will be directly managing the projects identified in this RFSOQ. Use of employees from other branch offices who will be providing labor on the project shall be noted along with their accomplishments and/or experience separately”.

Answer: See question 14.

14. Question: Our company has multiple offices throughout the state of Florida with senior coastal engineers and other key personnel who have historically, and would under this contract, manage and work on projects. As this is a statewide contract, limiting the qualifications to projects and personnel out of a single office could be a disadvantage to companies who are distributed throughout Florida versus having a single office. Please clarify if it is the Department’s intention to limit all project qualifications to projects and personnel managed out of a single office.

15. Question: I am not seeing whether Tab 8: Documentation Supporting Subcontract Arrangements and Tab 9: State Project Plan are included in the page count and if not should they still be numbered?

Answer: They are not included in the page count, but the pages may be numbered.

16. Question: For the sections that are not included in the page count would you prefer they still be numbered for ease of reference when reviewing?

Answer: Yes.

17. Question: Should the A. Acknowledgement Form be submitted separately (1 Original, 2 Copies, 1 Electronic on USB) from the Technical Proposal (1 Original, 2 Copies, 1 Electronic on USB) or included as a section within the technical proposal?

Answer: It should be a section within the proposal.

18. Question: Please define branch offices. Under qualifications, could different branch offices be identified for managing different project types and/or different locations? Or are Firms with multiple office locations throughout Florida wishing to qualify for multiple locations, required to submit multiple Quals Package submissions for each geographic area/ office location?

Answer: Multiple office locations are not required to submit multiple Quals Package submissions for each office location.

19. Question: Would it be acceptable to submit one response from that lead office while including key personnel from other Florida offices, as long as their qualifications are clearly identified separately in the SF330 forms?

Answer: Yes.

In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
