The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division, intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with GeoSolutions USA Corp,

18 Bridge St, Brooklyn, New York 11201, for professional support services for custom development, bug fixes, and/or optimization for open geo suite products including GeoServer and GeoWebCache for the National Ocean Service (NOS) Office of Coast Survey, in Silver Spring, MD.





Sole Source Justification





GeoSolutions USA Corp is the only company with the knowledge, expertise and experience to provide the highly specified technical assistant needed by the NOS nowCOAST Development Team as they apply, test, expand and troubleshoot the use of open source geospatial products, including GeoServer, and GeoWebCache, and assistance with geospatial data processing in the AWS Cloud Environment. The development team for HURREVAC, a hurricane decision support tool for government emergency managers, administered by the Federal Emergency Management Agency, the U.S. Army Corps of Engineers, and NOAA/National Weather Service National Hurricane Center, uses GeoServer and runs on the AWS Cloud. HURREVAC was developed with the assistance of GeoSolutions and is also supported operationally by GeoSolutions. If the service is not obtained from GeoSolutions USA Corp, the setup, testing, and implementation of nowCOAST on AWS will be delayed by a minimjum of 6 months.





GeoSolutions is the lead contributor to the GeoServer code repository (https://github.com/geoserver/geoserver/graphs/contributors) and also have proven expertise in raster management, coordinate transformations and referencing, advanced map rendering, web processing services, spatial database access, and vector data access.



GeoSolutions USA Corp are the sole maintainers of the image processing libraries used by GeoServer, namely JAI-Ext and

ImageIO-Ext, and other components relevant to code-level development required for extending raster attribute table capabilities and addressing raster image pixel shifting (referred to as the “white line issue”), or other anticipated development and/or technical support related to GeoServer as described in the statement of work.



Furthermore, there are no other companies offering the “Enterprise Support Services” package inclusive of all services mentioned above and with the specific expertise required to support software performance improvements as defined by the customer using the methods that GeoSolutions employs.





Special Notice



This is the only notice to be posted. This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the needed professional support services may submit substantiating documentation in writing within the open period of this notice. Responses can be sent via e-mail to shelley.neubert@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to GeoSolutions USA Corp. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
