The Town of Manchester, Connecticut, through its Water and Sewer Department, is seeking proposals from qualified vendors to supply and install a fall protection system for two primary clarifiers at the Hockanum River Water Pollution Control Facility (HRWPCF). This RFP invites competitive proposals for the design, supply, and installation of a horizontal lifeline safety system to enhance worker safety during maintenance and operations activities on the clarifiers, in compliance with relevant OSHA standards.
The HRWPCF is a wastewater treatment plant operated by the Town of Manchester, treating up to 8.25 million gallons per day. The facility includes two primary clarifiers requiring fall protection for personnel. This project aims to address fall protection needs by adding a reliable horizontal lifeline system around these clarifiers.
Proposals must demonstrate the vendor's ability to provide a high-quality, durable solution that meets or exceeds the specifications outlined herein. The selected vendor will be responsible for all aspects of the project, including materials, labor, installation, testing, and training.
The Hockanum River Water Pollution Control Facility is located in Manchester, CT, and serves the local community by treating wastewater conveyed from surrounding areas. As part of ongoing safety improvements, the Town has identified the need for enhanced fall protection around the two primary clarifiers to protect personnel from fall hazards during maintenance and operations activities.
This RFP is based on a proposed corrective action involving the addition of a horizontal lifeline safety system around the primary clarifiers. The system must provide a convenient tie-off point and comply with OSHA 29 CFR 1910.23(c)(1) and 29 CFR 1926.501(b)(1) for fall protection.
