1. Notice: THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. This is not a solicitation but rather a Sources Sought to determine potential sources for information and planning purposes only. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the Contracting Office to use this for market research purposes only. If a formal solicitation is released, it will be via SAM.gov (https://sam.gov/). The Government shall not reimburse the costs of preparing responses to this request for information.

1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-aside. The proposed NAICS is 541511, “Custom Computer Programming Services” with a small business size standard of $34M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

1.2 If the Government decides to conduct procurement as a result of the market research, a separate pre-solicitation synopsis of that procurement will be posted to SAM.gov. Interested parties must submit a Capabilities Statement, with brief and concise information, yet clearly demonstrating ability to meet the stated requirements. The Capabilities Statement should clearly present evidence that the interested party feels are relevant.

1.4 Please note that we cannot return your submissions to you.

1.5 Small businesses are encouraged to participate in this Market Research.

2. This request for Sources Sought is for planning purposes only and shall not be considered an invitation for bid, request for quotation, request for proposal, or obligation on the part of the Government to acquire any products or material. No contract award will be made as a result of this sources sought synopsis. This information is provided to the government at no cost.
