Solicitation Summary

This Request for Proposals (“RFP”) is issued to procure the goods or services, as specified in this Section 2, from a contract between the selected offeror(s) and the State of Maryland (“State”). The Public Service Commission (PSC) is issuing this RFP for technical consulting services to perform a study to design a successor net energy metering program (“NEM 2.0”) to replace the current net energy metering program (“NEM 1.0”) under Public Utilities Article (“PUA”), § 7–306, Annotated Code of Maryland. This study is required by the Utility RELIEF (Reducing Energy Load Inflation for Everyday Families) Act (“Act”) that was passed by the Maryland General Assembly in its 2026 legislative session. This study is primarily intended to inform future NEM 2.0 tariff designs that may be used in Maryland.
