Description:
The Liberty County School System is seeking the services of a qualified external grant evaluator to support the evaluation of  the Project AWARE Program for the project period of 09/30/2026-09/29/2031; contingent upon yearly grant funds. The evaluator will be responsible for providing professional evaluation services, including the collection, management, analysis, and interpretation of program data; monitoring progress toward grant goals, objectives, and performance measures; assessing program implementation and outcomes; and providing timely reports and recommendations to support continuous program improvement and grant compliances with the Substance Abuse and Mental Health Services Administration guidelines for Project AWARE.

The evaluator and evaluation team must demonstrate the qualifications, experience, capacity, and technical expertise necessary to effectively evaluate a school-based, student intervention and prevention, mental health and well-being initiative serving students across the Liberty County School System and Long County (subrecipient). Evaluation activities should align with the requirements of the applicable SAMHSA grant, the approved project plan, and Liberty County School System's identified evaluation needs.

Qualifications received after this date/time will not be accepted. No qualifications shall be received at any other time
or location unless mailed or delivered to Student Services at the Liberty County Board of Education. Qualifications
must be submitted as required by the specifications. Qualifications must be typed or clearly printed in ink and
signed.
Qualifications must be enclosed in a sealed envelope bearing the name of the company/firm/university and the title
of the bid on the outside of the envelope. Please do not submit binders, folders or advertising materials. No
company/firm/universities shall modify, withdraw, or cancel its qualifications or any part thereof for sixty (60) days
after the time designated for the receipt of qualifications in the advertisement or Request for Qualifications. Faxed
or emailed proposals will not be accepted.
RFQ Specifications
SAMHSA Project AWARE Evaluator
1. Specifications
Detailed time frame and requested number of hours and the number of evaluators to serve students for
two school districts-Liberty County School System and Long County with approximately 16,000
students. Evaluator: The Evaluator is responsible for oversight of the collection and reporting of
required performance measures data; the measurement of progress towards the stated goals and
objectives; and the use of data to inform quality improvement. The minimum level of effort for this
position is 25% FTE. Qualification for the position includes experience in evaluating school-based
services and interventions. Level of education should be a minimum of a bachelor's degree.

This RFQ is annexed hereto as "Schedule A" and incorporated by reference as part of these
specifications as if fully set forth herein.
2. Evaluation Criteria
The following, as appropriate to individual circumstances, shall be used as criteria for evaluating
qualifications:

3. Evaluation, Review and Selection Process
An evaluation team, as determined by the Superintendent of Schools, will review all qualifications to
determine if they satisfy the RFQ requirements and specifications, determine if a qualification should be
rejected and evaluate the qualifications based upon the evaluation criteria. The highest-ranking
respondent will then be recommended to the Superintendent who may recommend to the board for
award of the contract, based on price and other factors. The qualifications will be evaluated for general
compliance with notices, instructions and specifications set forth in the RFQ. Non-compliance with any
such notices, instructions, and specifications shall be grounds for disqualification of qualifications. In
addition, the Liberty County Board of Education reserves the right to reject any and all proposals.
4. RFQ Certification
The undersigned hereby certifies that these qualifications are submitted in good faith. The undersigned is
aware that if any of the foregoing statements made by the undersigned are willfully false, the request
shall be rejected.
