NOTICE INVITING BIDS

1. Project Title: 4th Street Mobility Improvements Project and Downtown Bus Stop

Improvements Project, Specification No. PW 23-59, State Project No’s. ATPL-5129 (107) &

21-AHSC-17016.

2. Bid Submission. The City of Oxnard, California (“City”) will receive Bids for the above

referenced project via electronic submission at the City’s PlanetBids electronic bidding portal

site: https://vendors.planetbids.com/portal/69575/portal-home until 2:00 p.m. on

September 09, 2026. Bids will be opened and posted online via the PlanetBids portal site

Submissions tab immediately thereafter.

3. Contract Documents. The City of Oxnard, California (“City”) will accept Bids for the

above referenced project through electronic submission at PlanetBids at the link listed

here: https://vendors.planetbids.com/portal/69575/portal-home.

4. Scope of Work. The 2018 edition of the Standard Specifications for Public Works

Construction and all amendments to the Standard Specification for Public Works Construction

2021 Edition (collectively the “Greenbook”) is incorporated by this reference. As more

specifically described in the Contract Documents, the Project includes furnishing all necessary

labor, materials, equipment and other incidental and appurtenant Work to construct new

concrete sidewalk, curb and gutter, road reconstruction, driveway reconstruction, electrical

conduit and pull boxes for street lighting, traffic signals, bus shelters and street furniture, bike

lanes, landscaping and irrigation system along 4th Street from C Street to Oxnard Boulevard

with striping improvements continuing on 4th Street and Meta Street to the intersection of Meta

Street and 6th Street. Additionally, approximately 50 bus stops will be improved throughout

the downtown area. The Work includes the removal of existing curb, gutter, sidewalk and

pavement, replacement and modification of traffic signals, removal and replacement of street

lighting, removal and replacement of street trees and tree well grates; placement and

compaction of asphalt concrete pavement; excavation and reconstruction of a portion of 4th

Street; concrete works; adjust utility covers to finished grade; installation of storm drain lines

and appurtenant concrete structures; and traffic striping.

5. Non-Mandatory Pre-Bid Meeting. All prospective bidders are invited and strongly

encouraged to attend a non-mandatory pre-bid meeting on August 20, 2026, at 10:00am PST,

at City Council Chambers located at 305 W. Third Street, First Floor, Oxnard, CA 93030.

Prospective bidders are encouraged to ask questions, address problems, and other issues

regarding this project during this meeting. All questions, other than those asked at the pre-bid

meeting and not specifically addressed within the Contract Documents, must be submitted

electronically to the PlanetBids electronic bidding portal at

https://vendors.planetbids.com/portal/69575/portal-home at least five (5) Calendar Days

before the Bid due date and time. All prime contractors, subcontractors, and other interested

parties are invited to attend. In no event shall failure to inspect the site constitute grounds for

a claim after contract award.

6. Bid Security and Bonds. Bid Security in the form of (a) cash; (b) a certified or cashier’s

check; or (c) a bidder’s bond made payable to City of Oxnard in an amount equal to ten percent

(10%) of the Total Bid Price is required to be mailed or delivered by the Bid Due Date and

Time to the Oxnard City Clerk’s office located at 300 West Third Street, Fourth Floor, Oxnard,

CA 93030. Bid Security shall be enclosed in an envelope clearly marked “BID SECURITY –

4TH STREET MOBILITY IMPROVEMENTS PROJECT AND DOWNTOWN BUS STOP

IMPROVEMENTS PROJECT, SPECIFICATION NO. PW 23-59, STATE PROJECT NO’S.

ATPL-5129 (107) & 21-AHSC-17016,” including the Bidder’s name and address on the

outside of the envelope. The successful Bidder will also be required to furnish performance

and payment bonds, each in an amount equal to one hundred percent (100%) of the Total

Contract Price upon Contract award. The Contractor shall name the “California

Department of Housing and Community Development” as an additional obligee on the

Payment and Performance Bonds required under the construction contract. The bonds

shall be in accordance with Greenbook Section 1-7.2 as modified by the City of Oxnard in the

General Provisions and the Contract Documents. The Performance Bond shall include a one-

year warranty period. Bonds must be on the forms in the Contract Documents unless other

forms meet all of the City’s requirements including that the Bond limit be automatically

increased if the Contract amount is increased after execution of the Contract, and the City

Attorney at his or her discretion approves the Surety’s form. Whenever Bonds are submitted

for this Project, Bidder must also submit a photocopy of each Bond.

7. California State Prevailing Wage. This Project is a “public work” subject to the

requirements of Division 2, Part 7, Chapter 1 of the Labor Code and Title 8, Division 1, Chapter

8 of the California Code of Regulations (“CCR”). The Contractor and all Subcontractors shall

pay wages in accordance with the determination of the Director of the DIR. Copies of these

rates are on file with regina.cuevas@oxnard.org and pw-publicprojects@oxnard.org and will

be made available to any interested party on request. They are also available at

http://www.dir.ca.gov/Public-Works/Prevailing-Wage.html. The Contractor shall post a copy of

the DIR’s rates at each job site.

8. DIR Registration; Compliance Monitoring. Pursuant to Labor Code Section 1771.1, the

City may not accept a Bid Proposal from or enter into a Contract with any Bidder, without proof

that Bidder and its prospective subcontractors are registered with the DIR to perform public

work pursuant to Labor Code Section 1725.5, subject to limited legal exceptions. This Project

is subject to compliance monitoring and enforcement by the DIR and the submission of

electronic certified payroll records to the California Labor Commissioner in the manner set

forth in Labor Code Section 1771.4.

9. License. Bidders must be licensed in accordance with the “Contractor’s License Law,”

Chapter 9 of Division 3 of the California Business and Professions Code. At the time of

submitting the bid, Bidders must possess a valid Class A California Contractor’s License and

a current City business license at the time of Contract award.

10. Substitution of Securities and Retention. Pursuant to Public Contract Code Section

22300, substitution of eligible equivalent securities for any moneys withheld to ensure

performance under the Contract for the work to be performed will be permitted at the request

and expense of the successful Bidder. The City shall withhold ten percent (10%) of any

progress payment as retention.

11. Award. Any contract for the Project will be awarded to the lowest responsive, responsible

Bidder as determined by the City using the amount of the Total Bid Price for bid comparison

purposes. The City reserves the right to reject any or all bids or to waive any irregularities or

informalities in any bids or in the bidding process.

12. Liquidated Damages. Contractor must complete all Work within one hundred eighty (180)

Working Days of the City’s Notice to Proceed. There will be a $6,700 assessment for each

Calendar Day that Work remains incomplete beyond the Project completion deadline.

13. Instructions to Bidders. All Bidders should carefully review the Instructions to Bidders

for more detailed information before submitting a Bid Proposal.

14. State Grant Funded Project. This Project is funded in full or in part with funds from Many

Mansions Affordable Housing of Sustainable Communities. Any Contract awarded for this

Project pursuant to this Notice Inviting Bids shall be subject to the terms and conditions of

Many Mansions Affordable Housing of Sustainable Communities.
