The City of Stockton, herein after referred to as the "City", is requesting proposals from
businesses or individuals, herein after referred to as "Proponent", to provide Storm
Drainage Assessment District Engineer's Reports, Budgets, and Related Professional
Services to the City. The City of Stockton Municipal Utilities Department (City) is
requesting proposals from qualified engineering firms to provide professional services
for the preparation of annual budgets, assessment calculations, assessment diagrams,
and detailed Engineer's Reports for the City's Consolidated Storm Drainage
Maintenance Assessment District No. 2005-1 (Consolidated District) and six (6)
Industrial Storm Drainage Basin Maintenance Assessment Districts (Industrial Districts).
The selected consultant shall also provide planning-level Capital Improvement Plan
(CIP) services to support long-term infrastructure, operational, and financial planning.
These services support the annual administration of assessment levies and the
continued maintenance and management of the City's storm drainage infrastructure.
Proposal specifications and forms can be obtained from the City of Stockton's website
at: www.stocktonca.gov/adminbid. Proposals must be marked "PUR 26-038 August 13,
2026" and emailed to city.clerk@stocktonca.gov or delivered (mail or in person) on a
USB flash drive to the Office of the City Clerk, City Hall, 425 North El Dorado Street,
Stockton, CA 95202, up to but not later than 2:00 pm (PST) on Thursday, August 13,
2026. Proponents will only be identified as responding to the RFP; no proposals will be
opened or read aloud. Each Proponent must be licensed in accordance with applicable
California State Law.
The City reserves the right to reject any/or all proposals received and re-advertise.
Any proposal may be withdrawn at any time prior to the time fixed in the public notice for
opening of proposals by written request for withdrawal of the proposal filed with the City
Clerk. The request shall be executed by the proposer or a duly authorized
representative. The withdrawal of proposal does not prejudice the right of the proposer
to file a new proposal. Whether or not proposals are opened exactly at the time fixed in
the public notice for the opening of proposals, a proposal will not be received after that
time, nor may any bid be withdrawn after the time fixed in the notice for the opening
of proposals.

1.0 ISSUING BODY
This Request for Proposal ("RFP") is being issued by the City of Stockton, Municipal
Utilities Department for the PUR 26-038 Storm Drainage Assessment District Engineer's
Reports, Budgets, and Related Professional Services.
2.0 BACKGROUND/SUMMARY
The City of Stockton Municipal Utilities Department administers the Consolidated Storm
Drainage Maintenance Assessment District No. 2005-1 (Consolidated District) and six
(6) Industrial Storm Drainage Basin Maintenance Assessment Districts (Industrial
Districts). These assessment districts provide a dedicated funding mechanism for the
operation, maintenance, repair, replacement, and administration of storm drainage
infrastructure and facilities that provide special benefit to properties within each district.
The City annually prepares and levies assessments in accordance with the approved
assessment methodologies, district formation documents, applicable Engineer's
Reports, the Municipal Improvement Act of 1913, and Proposition 218 requirements.
Annual activities include budget development, parcel and assessment updates,
preparation of assessment rolls and diagrams, calculation of proposed assessments,
and preparation of Engineer's Reports and supporting documentation for City Council
review and approval. The City is seeking a qualified consultant to provide professional
engineering and assessment administration services for the Consolidated District and
Industrial Districts. Services will include the preparation of annual Engineer's Reports,
assessment calculations, assessment diagrams, schedules of parcels, budgets,
supporting exhibits, annual levy documentation, and related technical support
necessary to facilitate the annual assessment process. The selected consultant may
also be requested to provide planning-level support for district modifications,
annexations, new zones, and related assessment updates. In addition, the City is
seeking preparation of a planning-level Capital Improvement Plan (CIP) to support long-
term infrastructure management, financial planning, reserve analysis, and future capital
investment needs within the Consolidated District and Industrial Districts. The CIP will
be used as a planning tool to assist the City in evaluating future maintenance,
rehabilitation, replacement, and capital improvement needs associated with district
facilities and infrastructure. The selected consultant shall demonstrate experience in
California assessment district administration, Engineer's Reports, Proposition 218
compliance, assessment methodologies, annual levy preparation, and long-term
infrastructure planning for public agencies.
3.0 SCOPE OF WORK
The selected Consultant shall provide all labor, supervision, materials, equipment,
technical expertise, and related services necessary to perform the work described
herein. The Consultant shall be responsible for preparing annual Engineer's Reports,
assessment calculations, assessment diagrams, schedules of parcels, budgets, annual
levy documentation, and planning-level Capital Improvement Plan (CIP) services for the
City's Consolidated Storm Drainage Maintenance Assessment District No. 2005-1 and

six (6) Industrial Storm Drainage Basin Maintenance Assessment Districts. The scope
of services shall include, but is not limited to, the following:
1. Amend and record assessment diagrams and/or boundary maps to reflect updated
assessor data, annexations, and other boundary changes for the consolidated and
industrial districts, including coordination with the county recorder, payment of
applicable recording fees, and incorporation of such changes into the applicable
assessment documentation in accordance with the approved assessment methodology.
2. Review all relevant existing documents necessary to perform the work, including
original and subsequent engineer's reports and/or schedules of parcels, assessment
diagrams, district formation documents, prior City Council staff reports and related
materials, assessor's parcel data, maps, and other available records, to confirm
assumptions, identify discrepancies, and establish a consistent baseline for preparation
of all required deliverables in accordance with the project schedule and required
deadlines.
3. Prior to the annual calculation, identify and update all parcels having data that has
changed from the previous tax year's assessor's roll, including updates to assessor
parcel numbers and related records.
4. Identify all revised or added assessor's maps applicable to the consolidated and
industrial districts.
5. Collaborate with City staff to establish and track annual budgets for the consolidated
and industrial districts. Prepare written budgets, schedules of parcels, exhibits, tables,
and supporting documentation for the next fiscal year for inclusion in applicable
deliverables and presentation to City Council, in accordance with the project schedule
and required deadlines. Prepare and provide supporting budget exhibits, tables, and
documentation (Attachment B) for City Council review and approval, assist with
preparation of City Council documentation as requested by the City, and present budget
and assessment information at City Council meetings.
6. Determine the appropriate adjustment factor for each zone within the Consolidated
District and each Industrial District in accordance with the original engineer's reports
and district formation documents, including any subsequent amendments and

authorized cost of living, Consumer Price Index (CPI)-based adjustments, or fixed
percentage increases. Apply only authorized adjustments to establish the maximum
allowable assessment and assist the City in determining the annual assessment
necessary to meet budget needs.
7. Based on the annual budget methodology established in the original engineer's
reports, district formation documents, and any subsequent amendments, calculate the
proposed assessments for each applicable parcel within the consolidated and industrial
districts for the parcel's proportionate share of budgeted special benefit costs for the
identified tax year and applicable Assessment Years 2026-2027 through 2032-2033.
8. All deliverables and supporting information shall be reconciled prior to submission to
minimize revisions, inconsistencies, and conflicting data. Complete, accurate, and
internally consistent data, calculations, tables, assessment rolls, maps, schedules of
parcels, and supporting exhibits shall be provided for inclusion in Engineer's Reports,
budgets, and other City Council documentation. Consultant shall perform appropriate
quality assurance and quality control (QA/QC) review to ensure consistency across all
deliverables and support documentation prior to submission.
9. Attend a minimum of two (2) City Council meetings/public hearings pertaining to the
Consolidated District and Industrial Districts, and four (4) staff meetings annually, as
necessary.
10. Ensure all calculations, assessments, Engineer's Reports, schedules of parcels,
notices, budgets, and related deliverables are prepared in accordance with the
Municipal Improvement Act of 1913, applicable Proposition 218 requirements, and
approved assessment methodologies, as applicable to each district type.
11. Provide two (2) hard copies and one (1) electronic copy of all required Engineer's
Reports, schedules of parcels, assessment rolls, and related deliverables for review and
approval by City Council and staff and provide one (1) hard copy to legal counsel for the
applicable district(s).
12. Prepare and, if authorized by the City, transmit approved assessment rolls and
related assessment data in the format required by the San Joaquin County Assessor

and/or the City for annual levy administration, including property tax billing or hand
billing, as applicable.
13. At the request of the City, provide planning-level support for new zones,
annexations, and related assessment updates, including preparation or revision of
Assessment Diagrams, schedules of parcels, assessment calculations, and related
supporting documentation in accordance with the approved assessment methodology.
14. Prepare a planning-level Capital Improvement Plan (CIP) for the consolidated and
industrial districts to support long-term infrastructure and financial planning. CIP
deliverables shall include draft and final CIP documents, expenditure forecasts,
supporting tables, figures, exhibits, and up to two (2) revisions based on City comments.
All CIP-related deliverables and supporting documentation shall be complete, accurate,
internally consistent, and suitable for City planning, budgeting, reserve management,
and City Council documentation purposes. The CIP shall be planning-level only and
shall not include hydraulic or hydrologic analysis, geotechnical investigations, confined
space inspections, construction documents, maintenance plans, permit applications,
plan check fees, or special inspections.- this will be your Proposed Scope of Work
See Exhibit 1 for technical, performance, and/or functional specifications.
4.0 PROJECT SCHEDULE OF EVENTS
The dates indicated within this RFP are the anticipated milestones for this project. All
dates are subject to change at the City's discretion. Any changes to the solicitation
schedule prior to the proposal due date will be posted as an addendum on the City's Bid
Flash platform.
5.0 SUBMITTAL REQUIREMENTS
5.1 PROPOSAL GUIDELINES, CONTENT, AND FORMAT
The City of Stockton uses a qualifications-based selection process in obtaining these
services. In order for the City to properly evaluate the Proponents' qualifications to
perform this work, the proposals shall include, as a minimum, the following information:
A. Evidence of the Proponent's ability to be responsive to this project in regard to
timeliness and expertise, including the availability of staff proposed to be assigned.
B. The Proponents are encouraged to expand on the Scope of Work to demonstrate
their expertise. Evaluation of the proposals will be based on qualifications, the
experience of staff proposed to be assigned to the project, references, and the
thoroughness of the Proponent's response to the Scope of Services.
C. Such additional information that the Proponent may feel would be pertinent to
assist the City of Stockton in making its final decision.
