NOTICE TO CONTRACTORS

OF CONSTRUCTION BIDS

BIDS TO BE RECEIVED SEPTEMBER 3, 2026

Sealed bids will be received by the City of Kingsport, at City Hall Conference Room 436,

415 Broad Street, Kingsport, TN 37660 until 4:00 PM Eastern Time, September 3, 2026. The

bids will then be opened publicly and read aloud.

PROJECT DESCRIPTION

The project is located along Island Road from SR-126 (Memorial Blvd.) to the Kingsport City

Limits and is 1.07 miles in length. The project involves resurfacing and guardrail replacement.

PROPOSAL CONTRACTS WILL BE ISSUED UNTIL THE TIME SET FOR OPENING BIDS

A Prime Contractor must prequalify with the Department of Transportation in accordance with

Section 54-5-117 of the “Tennessee Code Annotated” and Tennessee Department of

Transportation Rule 1680-5-3 prequalification of contractors before biddable proposals will be

furnished.

The City of Kingsport hereby notifies all bidders that a 0% Disadvantaged Business Enterprise

(DBE) goal has been set for this project and must be met or exceeded.

The City of Kingsport hereby notifies all bidders that it will affirmatively insure that in any

contract entered into pursuant to this advertisement, disadvantaged business enterprises will be

afforded full opportunity to submit bids in response to this invitation, and will not be

discriminated against on the grounds of age, race, color, religion, national origin, sex or

disability in consideration for an award.

Bidding documents and information, and plans, may be obtained at the Kingsport City

Engineering Department, 130 Shelby Street, Kingsport, TN after 8:00 AM EST on August 10,

2026 for a non-refundable fee of $50.00.

A non-mandatory Pre-Bid Meeting is scheduled for Wednesday, August 19, 2026 at 1:00 PM

EST at the Engineering Conference Room at 130 Shelby Street, Kingsport TN 37660.

Requests for information are due no later than Friday, August 28, 2026 by 4:00 PM EST. A final

addendum, if needed, will be issued no later than Monday, August 31, 2026, 4:00 PM EST.
