NOTICE IS HEREBY given that the City of Hayward invites sealed proposals for Land Value Appraisals for City-Owned Property Located Between Breakwater Avenue & Whitesell Street , including A Portion of Vacated Whitesell Street Right-of-Way. Each proposal shall be in accordance with the general provisions for purchase of work and services on file in the office of the Engineering , 777 B Street , Hayward , CA 94541-5114 . All proposals must be submitted to the City's eProcurement Portal by 4:00 pm on Monday, December 8, 2025 and clearly identified with RFP title, number, company name and due date. It is the sole responsibility of the proposing firm to ensure that proposals are received prior to the closing time, as late bids will not be accepted and deemed nonresponsive.
City of Hayward (City) invites proposals from qualified professionals with experience in land value appraisals for the subject properties (shown on Exhibit 2) which consist of:
Together, these properties total approximately 0.8 acres (shown in Exhibit 2).
In 2013, the City of Hayward purchased property from Rohm and Haas Company, the then-owner of 25500 Whitesell Street, to support construction of the I-880/SR-92 Reliever Route and Whitesell Street Realignment Project. A portion of the purchased property, encompassing approximately 0.48 acres, was not required for roadway construction and has remained in City ownership. This undeveloped remnant property is located between Breakwater Avenue and the current alignment of Whitesell Street and is relatively flat with existing frontage and utility improvements.
Following completion of the realignment, the former Whitesell Street right-of-way was vacated. As the adjoining property owner to the east, the City obtained fee title to the easterly half, approximately 0.32 acres, of the vacated right-of-way pursuant to the California Streets and Highways Code. The westerly half of the vacated right-of-way reverted to the adjoining property at 3832 Bay Center Place, consistent with state law governing street vacations. Existing City-owned utilities, including a 15-inch storm drain and 12-inch water main, are located within the corridor and will remain in place under reserved easements.
On October 7, 2025, the Hayward City Council adopted a resolution vacating the former Whitesell Street right-of-way and declaring the 0.48-acre remnant property and the 0.32-acre easterly portion of the vacated right-of-way to be Exempt Surplus Land pursuant to Government Code Section 54221, as shown in Exhibit 3. The properties are located within the Industrial Park (IP) zoning district and are surrounded by established industrial uses. Together, the City-owned areas total approximately 0.8 acres.
