Proposals must be clearly labeled with the Title of the RFP/Q “INTERNET SERVICE PROVIDER and
RFP/Q# 2025/26 (E9) on the outside of the package.
All PROPOSALS MUST BE RECEIVED ON OR BEFORE JANUARY 8, 2026, NO LATER THAN 10:00

The District reserves the right to accept or reject any and all proposals, to negotiate with any or all
responsible submitters, and to waive any requirements of this RFP/Q when it determines waiving a
requirement is in the best interest of the District.
Questions regarding this RFP/Q must be received in writing and directed to Rosana McLeod at
rmcleod@rowlandschools.org and cc’d to Pui Ma pui.ma@rowlandschools.org and Carlos Martinez
cmartinez@rowlandschools.org on or before December 9, 2025, no later than 10:00 a.m. Emails must
be titled as follows: RUSD RFP/Q No. 2025/26: (E9) - RFI [company]. District reserves the right to
disregard emails with an incorrect title. Answers will be posted on the District website and on USAC’s EPC
website on or before December 18, 2025. Phone calls to the District regarding this RFP will not be
accepted.
The District hereby notifies all Interested Vendors that it will affirmatively ensure that, in any contract entered
into pursuant to this RFP/Q, minority business enterprises will be afforded full opportunity to submit
responses to this RFP/Q and no respondent will be discriminated against on the grounds of race, color,
sex, age, ancestry, religion, marital status, national origin, medical condition or physical disability, or sexual
orientation in consideration for the award.
The Rowland Heights Unified School District is requesting proposals for services from duly licensed
and qualified professionals to provide high-speed internet service, transport, and support to offer
Internet Access. The District intends to enter into a thirty-six (36) month service agreement with the
Respondent whose proposal is the best and most responsive/responsible proposal meeting the needs of
the District as determined by the District.
All responsive proposals will be reviewed and evaluated by the District in order to determine which
proposer(s) best meets the District’s needs for this project by demonstrating the competence and
professional qualifications necessary for the satisfactory performance of the required services. The criteria
by which the District shall evaluate proposals are set forth in the RFP/Q.
