Title: Flexible Integrated Treatment & Therapeutic Behavioral Services RFA MHC/038
Addenda: 4
Release Date: 11/7/2025
Due Date: 12/10/2025
Sacramento County Department of Health Services, Behavioral Health Services (BHS) is seeking qualified providers to deliver specialty mental health services in our Flexible Integrated Treatment (FIT) and Therapeutic Behavioral Services (TBS) programs for children, youth, and families experiencing moderate to high behavioral health needs. This initiative is part of a countywide effort to build a responsive, evidence based continuum of care that meets families where they are, whether at home, in schools, in shelters, or in the community. The FIT model emphasizes individualized, family driven treatment using flexible service delivery to improve stability, engagement, and long term wellness.
Through this procurement, BHS aims to expand access to high quality, culturally responsive behavioral health services that integrate early intervention (EI), engagement, and crisis support. Programs will deliver coordinated, multidisciplinary care using evidence based practices such as Functional Family Therapy (FFT), Parent Child Interaction Therapy (PCIT), Coordinated Specialty Care for First Episode Psychosis (CSC FEP), or Multisystemic Therapy (MST). Each provider will be expected to tailor services to local community needs, strengthen natural supports, and maintain close collaboration with system partners including schools, child welfare, and primary care.
The goal of this project is to create a sustainable network of family centered programs that deliver measurable outcomes, reducing psychiatric hospitalizations, supporting housing and school stability, and increasing caregiver capacity. Selected providers will help transform Sacramento County’s children’s behavioral health system into one that is equitable, integrated, and rooted in EI. Vendors are encouraged to bring innovative models, strong community partnerships, and proven strategies for engaging youth and families in meaningful, data driven care.
