REQUEST FOR QUOTATIONS

Fire Training Tower Site – Foundation Preparation

Construction Estimate: $40,000

Quotations due at 2:00 p.m., Thursday, September 24, 2026

The City of Albany hereby extends a request for quotations to interested contractors for the

site preparation and foundation installation for the Fire Training Tower at Fire Station 12, in

Albany. This project is part of a larger construction project for the installation of the

tower and exceeds $100,000. Prevailing wages will be applicable to the foundation

preparation for the Tower Project. This procurement is being made in accordance ORS

279C.412, competitive quotes for intermediate procurements. No federal funds are being

used.

A Mandatory Prebid Site Visit will be held on Wednesday, September 16, 2026, and

Thursday September 17, 2026, from 10:00 a.m. to 11:00 a.m., at Fire Station 12, 120 34th

Avenue SE, Albany. Attendees will be reviewing the existing site conditions and will have

the opportunity to ask specific project related questions. Contractors wishing to bid the

project are required to attend one of the site visits. An attendance form will be available

for sign-in to record Contractor’s interest.

Quotations must be submitted by electronic means at Bid Submittal Location, to the

Finance Department, and must be received not later than 2:00 p.m., Thursday,

September 24, 2026, or any extension of the time made by addendum. Bids will be

considered time-stamped and received by the City at the time indicated on the City’s email

confirmation response. The electronic submission shall include the project number and

name, “RFQ# 260915, Fire Training Tower Site – Foundation Preparation”. Quotations

received after the closing date and time will not be opened or reviewed. The body of the

quotation must plainly identify (1) the project name, (2) the bid opening time and date, (3)

the bidder’s name, and (4) the contractor’s license number (per ORS 701). Bid totals will be

distributed to all interested bidders.

Contract bid documents may be reviewed in the finance department at Albany City Hall. All

who are known by the City of Albany to have received a complete set of the bid documents

will receive notification by email when there are changes by addenda. For project

Each Bidder must have access to a current set of City of Albany Standard Construction

Specifications. All public improvements are required to conform to these specifications

and bid prices must reflect these specifications.

All City contracts contain a statement declaring that the bidder agrees to comply with the

provisions of ORS 279C.800 through 279C.870 regarding payment of prevailing wages. The

City’s contract contains a clause which incorporates by reference all of the provisions of

ORS Chapter 279C which are applicable to public contracts. Bidders are expected to be

familiar with these provisions including, but not limited to, recent changes to ORS Chapter

279C.

No quotation will be received or considered unless the Bidder is licensed by the

Construction Contractors Board for construction projects or licensed with the State

Landscape Contractors Board for landscaping projects.
