The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Consultant”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Friday, December 5, 2025 at 5:00 pm (local prevailing time).

The purpose of this Request for Proposals (RFP) is to establish a term contract with one or more qualified firms for the provision of environmental management services, on an as-needed basis. These services will support various City-administered projects, programs, and regulatory permits.

Notice: The City, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all Offerors that it will affirmatively ensure that any contract entered into pursuant to this solicitation/advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

As a municipal government, the City of Newport News is responsible for the implementation and administration of a variety of mandated environmental programs and permits, under delegated authority from the Commonwealth of Virginia. In addition to these regulatory obligations, the City also undertakes a broad spectrum of environmental initiatives and projects. To effectively fulfill these responsibilities, the City periodically supplements its internal resources by engaging qualified Consultants and Contractors to provide environmental management services in support of the goals and requirements of these programs, permits, and projects.
