The City of St. Helens is seeking proposals from qualified individuals or firms to provide Human Resources Professional Services, including but not limited to:

  • Update personnel policies and procedures handbook
  • Develop recruitment and hiring processes
  • Review and update job descriptions
  • Manage employee performance evaluation processes
  • Process employee leaves of absence
  • Implement employee training programs
  • Conduct wage surveys and classification studies
  • Create a volunteer program
  • Provide additional HR support as needed
