This is a single source posting notification; there are no solicitation documents for download. This posting is not a Request for Bid (RFB) nor Request for Proposal (RFP).

The Department of Minnesota IT Services (MNIT), in partnership with the Department of Public Safety (DPS), Bureau of Criminal Apprehension (BCA) Investigations, intends to renew its agreement with Gladiator Forensics for up to 12 months to ensure the continued and uninterrupted use of the GAR/ESPA software platform and associated hardware maintenance and support services.

The Gladiator Forensics system is an integrated, professional-grade wireless investigative platform that consolidates call detail records (CDRs), RF signal detection, GPS tracking, intercept data, and other intelligence sources into a single investigative environment. The platform supports critical investigative operations and provides a consistent, defensible framework for the collection, analysis, and management of investigative data.

Replacing the existing platform would require significant effort to migrate systems, retrain personnel, and validate new investigative workflows, resulting in operational disruption and potential impacts to ongoing investigative activities.

Gladiator Forensics retains exclusive ownership of the proprietary GAR/ESPA software, including all copyrights, trademarks, software and hardware updates, maintenance, and support services. The state believes these services are available only through Gladiator Forensics and cannot be obtained from third-party vendors or service providers, deeming this a sole source procurement.

If there are any concerns regarding this single source notification, please contact Rebecca Bley at rebecca.bley@state.mn.us prior to October 29, 2026, at 2:00 PM Central Time. Please include the reference number and title of the posting in the subject line.
