MEDICAL DIRECTOR
RFP NO. 2026-0355-PSD/TJ
Santa Fe County requests the professional services of a qualified Medical Director to provide
oversight, develop EMS protocols, trainings, and Continuous Quality Improvements. All
proposals submitted shall be valid for ninety (90) days subject to action by the County. Santa Fe
County reserves the right to reject any and all proposals in part or in whole. A completed proposal
shall be submitted in a sealed container indicating the proposal title and number along with the
Offeror's name and address clearly marked on the outside of the container. All proposals must be
received by 2:00PM on Wednesday, June 24, 2026, at the Santa Fe County Purchasing
Division, 102 Grant Avenue, (First Floor), Santa Fe, NM 87501. The submission of Proposals
will also be accepted electronically utilizing a DropBox. Please utilize this link to upload your

By submitting a proposal for the requested services each Offeror is certifying that it is a qualified
firm and its proposal complies with the requirements stated within the Request for Proposals.

II. INTRODUCTION
A. PURPOSE OF THIS REQUEST FOR PROPOSAL
The County is requesting the professional services of a Medical Director to provide
oversight, develop EMS protocols, medical trainings and continuous quality improvements
for the Santa Fe County Fire Department (SFCFD) and Regional Emergency
Communications Center (RECC).
Qualified providers are invited to submit proposals demonstrating their capacity to fulfill
the requirements outlined in RFP 2026-0355-PSD/TJ. Offerors are expected to review and
understand all applicable terms, conditions, and specifications set forth in the Request for
Proposals.
B. SCOPE OF WORK
The Contractor will provide:
1. Review and approve the use of specific medical dispatch protocols that will be used
within the Medical Priority Dispatch System (MPDS).
2. Review dispatch medical protocols with the Santa Fe County Fire Department and
The City of Santa Fe Fire Department, along with their medical directors, and the
RECC Director on a quarterly basis.
3. Assist in the development, revision and implementation of SFCFD and RECC
medical written protocols and provide recommendations as necessary.
4. Review protocols quarterly on a formal basis, recommend and implement
modifications.
5. Review and recommend, on a quarterly basis, the medical training standards for
initial and continuing MPDS education.
6. Provide on-site reviews on medical dispatch records and MPDS each month to
provide quality assurance and improvement.
7. Assure pre-arrival instructions are given with a high reliability when operators are
taking Emergency Medical Service (EMS) related 911 calls.
8. Provide on-site Quality Improvement training and counseling at the time dispatch
reviews are conducted in order to facilitate communication and educational
collaboration between operators and contractor.
9. Review the Quality Assurance/Improvement Plan for the service to include:
a. Review collection of data (optional and clinical)
b. Ongoing evaluation of medical instruction being given by dispatchers.
c. Investigation and resolution of medically-related complaints.
d. Foster cooperation, understanding and cohesion between the contractor and
dispatch staff regarding medically-related protocols, procedures and program
goals.
e. Provide feedback or training for underperformance or remediation with
