Dear Asphalt Contractor:
The County of Monroe is accepting proposals for asphalt paving at Vienna County Park. The
park is located at 320 West Vienna Road, Temperance, MI 48182. The goal of the project is to
improve accessibility for park users, enhance overall image and appearance of the park and
reduce dust from existing large gravel surface areas. The scope of work is generally described
as follows:
1. Base Bid-Construction of an asphalt parking lot (Lot A) over the existing gravel base
parking lot.
2. Add Alternate #1-Construction of an asphalt parking lot (Lot B) over the existing
gravel base parking lot together with upgrades to an existing asphalt sidewalk.
3. Add Alternate #2-Construction of an asphalt accessible parking area for two (2)
parking spaces together with upgrades to an existing asphalt sidewalk.
4. Add Alternate #3-Upgrade to an existing asphalt sidewalk.
5. Add Alternate #4-Expand the existing basketball court as shown with new asphalt
surface as indicated. Installation of new owner supplied basketball posts, backboards
and goals complete.
Site plan drawing(s) including SD-1, SD-2 and L-1 of the park areas where the work is to be
completed are enclosed as part of this Request for Proposal. Each contractor shall confirm all
dimensions in the field prior to submitting a proposal. The site is readily accessible for you to
gain access to the work area any time during normal workday hours including weekends,
generally from 8:00 a.m. until 9:00 p.m.
Contractors are to review the enclosed documents during the preparation of proposals and
include the noted requirements in the proposal pricing. Proposals shall be prepared and
submitted consistent with the drawings and work requirements detailed and contractors shall
note in sufficient narrative text and detail any substantive differences in their work proposed
and the method to complete the work.

The County has outlined in the project scope the general specifications of the work; however,
the contractor will have the responsibility to specify exactly what is proposed and note any
deviations to what the County has specified. All contractors shall submit responses on the
Proposal Form provided and as directed in submittal options below.
The work is to be coordinated with the County as to schedule, staging/storing of equipment and
machinery, materials, the safety precautions and barricading the areas during the construction
period and access to the site. Advance notice to the County of the work is required to allow for
continued but limited operations at the park while the work is in progress.
The work may be completed during the week or on weekends depending on activities
scheduled at the site. Since the work is planned for the areas within the park and not the entry
point, we would expect the park to be open but the contractor may limit access to areas within
the park as the work is occurring. The entrance would be open and the Contractor would be
required to set up sufficient barricades to protect the work and for the safety of park users.
The final date for submitting a proposal for this project is Thursday, September 3, 2026 at
4:00 P.M. Proposals may be submitted in one of two (2) methods:
1. In hard paper copy Method: Mail, courier delivery service or personal delivery to
Monroe County Finance Department, 2nd Floor, 125 East Second Street, Monroe,
Michigan 48161-2197. Your envelope must be sealed and clearly marked “Vienna
Park Asphalt Proposals” so that no error in opening may occur.
2. Electronic Email Method: Submit proposals by the same deadline via e-mail as a
separate Microsoft Word or PDF document attachment to rfp@monroemi.org. Indicate
in the email subject line, a Sealed Proposal is attached for Asphalt Proposal.
Please provide your pricing and requisite proposal information on the Proposal Form enclosed.
The County is prepared to commence the work as soon as a contract is awarded and a mutually
agreeable schedule for the work is developed.
The County of Monroe reserves the right to accept or to reject any and all proposals, to waive
any irregularities and to make an award that is determined by the County of Monroe to be in the
best interest of the County.

Scope of Work for Monroe County Vienna Park Asphalt Paving Projects
The enclosed diagrams are representative of the areas that are to be priced for asphalt surfacing
work. These diagrams represent the areas of work and are generally defined below:
1. Parking Lot Paving:
New asphalt will be installed over existing stone base at the parking lots labeled A and
B. Included in Parking Lot B scope of work is the asphalt Cap/widening of the existing
asphalt sidewalk to pavilion D:
Price this work for Parking Lot A as the Base Bid.
Price this work for Parking Lot B as the Add Alternate #1.
2. Accessible Parking Lot Spaces and asphalt sidewalk Cap/widening of the existing
sidewalk to Pavilions B and C:
Price this work as the Add Alternate #2.
3. Asphalt sidewalk Cap/widening of the existing asphalt sidewalk to Pavilion A and
playground area:
Price this work as the Add Alternate #3.
4. Basketball Court:
The existing basketball court asphalt surface area is to be expanded and
capped/resurfaced to achieve the spatial dimensions as noted. The basketball court will
also include two (2) new basketball posts, goals and backboards supplied by the
County.
Price this work as the Add Alternate #4.
At all of these work areas within the park, you must verify the dimensions of the
existing asphalt to be capped and the new asphalt locations in the field.
Notes:
a. All the above-described work shall be performed, constructed and installed as detailed
on the drawings and noted asphalt pavement section details and notes/specifications.
b. Include new striping of the parking lots and drives with marking paint after the new
asphalt has been installed and can accept the paint markings.
c. Supply and install ADA compliant parking signs on posts as detailed on drawings.

General Project Specifications
The following specifications apply to the work at Vienna Park:
1. Asphalt Parking Lot A: Base Bid:
The work for this park includes new asphalt over the existing and compacted
stone/gravel drive area that has been in place for 40 years in this parking lot area.
a) General site preparation for the work requires the contractor to grade the existing stone
base but we do not plan for any new stone base to be added.
b) Grade the parking lot area to provide a positive slope for sheet drainage toward the
drainage ditch and to the edges of the parking lot as shown on the drawings.
c) The new asphalt shall be required to have a total thickness of 4.0” including both a base
course and a wearing course.
a) The bituminous base course shall be MDOT mix No. 13A with performance grade 5828
binder with 2.5” thickness.
b) Apply a bond coat at a rate of 0.10 gallons/square yard minimum onto the base course
before placing the wearing course.
d) The bituminous wearing course shall be MDOT mix No. 36A-1 with performance grade
5828 binder with 1.5” thickness.
e) Mill at the area where the new asphalt butts up against the existing asphalt
entrance/park service drive to create a layered joint.
f) The width of the new asphalt parking lot shall be as shown on the sketch. The length
shall be 293 feet overall and 120 feet wide overall. See site map for area involved.
g) As shown on the drawings, the center area of the parking lot will divide each side with a
storm water drainage management area. The drainage area shall be excavated below the
finish grade of the new asphalt as shown and the sides sloped as detailed.
h) Construct the drainage swale area as shown with the specified materials in the
thicknesses as shown including all landscape plantings and materials.
i) The landscape bump outs areas within the parking lot will serve as drainage areas and
shall be constructed as noted.
j) New striping of the lot and drives with shall be painted with traffic zone latex paint after
the new asphalt has been installed and can accept the paint markings. Paint color shall
be yellow.
2. Asphalt Parking Lot B and Asphalt Sidewalk Upgrade: Add Alternate 1:
The work for this park includes new asphalt over the existing and compacted
stone/gravel drive area that has been in place for 40 years in this parking lot area. Also
included is upgrade to the asphalt sidewalk to Pavilion D.
a) General site preparation for the work requires the contractor to grade the existing stone
base but we do not plan for any new stone base to be added.
