This addendum provides bidders with the Pre-Bid Meeting Summary and adds a special provision to be
used in the event that the sanitary sewer is delayed.
1) Most of the items in the attached Pre-Bid Meeting Summary are for clarification and do not
change the contract. However, any additional added detail or changes from the contract
documents should be considered binding.
2) The following special provision is added.
ADDITIONAL MOBILIZATION AND TRAFFIC CONTROL FOR DELAY OF SANITARY SEWER
This work shall consist of preparatory work and operations necessary for the movement of
personnel, equipment, supplies, and incidentals to the project site when beginning work on the
sanitary sewer portion of the project if construction of the sanitary sewer must be delayed due
to permit and easement acquisition. The sanitary sewer will be considered delayed if permits
and easements are not obtained the last day of placing PCC Pavement, 8” for Stage 1. Sanitary
sewer will not be considered delayed, and this item will not be paid, if it is removed for the
project.
This work shall also consist of traffic control required for single lane closures for construction of
the sanitary sewer and associated items such as sidewalk on completed portions of Merchant
Street if construction of the sanitary sewer must be delayed due to permit and easement
acquisition. All traffic control and signage shall be in accordance with the current edition of the
MUTCD (Manual on Uniform Traffic Control Devices), the Illinois Highway Design Standards for
Traffic Control, and the Standard Specifications for Road and Bridge Construction, these Special
Provisions, and any special details contained herein and in the plans.
This work will be paid for at the lump sum price for ADDITIONAL MOBILIZATION AND TRAFFIC
CONTROL FOR DELAY OF SANITARY SEWER. The City reserves the right to delete this work if the
project is not delayed or if the sanitary sewer work is deleted. When the sanitary permits and
easements have been obtained, 90 percent of the pay item will be paid. The remaining ten
percent of the item will be paid when 90 percent of the total contract value is earned.
3) A revised Schedule of Quantities with the special provision for ADDITIONAL MOBILIZATION AND
TRAFFIC CONTROL FOR DELAY OF SANITARY SEWER is attached.
4) A revised Schedule of Prices including pay item #62, ADDITIONAL MOBILIZATION AND TRAFFIC
CONTROL FOR DELAY OF SANITARY SEWER, is attached and shall be used when submitting bids.
The use of this Schedule of Prices will serve as a receipt of Addendum #1.

PRE-BID MEETING SUMMARY
The meeting was attended by:

A summary of the pre-bid meeting is as follows. It generally follows the Meeting Agenda and
the items on the agenda were reviewed:
The Scope and Schedule (Sections II and III) were reviewed as shown on the agenda.
Sanitary Sewer (Section IV) was discussed as shown on the agenda. Luke Thoele
expanded upon the delay of the right-of-way and easements. These takings have been
agreed upon by the property owners but have not all been closed on. In some cases, the
mortgage company must sign the documents, which can take months. In one case, the
property is in foreclosure proceedings and may not be able to be agreed upon by the
mortgage company. The mortgage company’s stance is unknown at this time.
The Sidewalk (Section V) was reviewed.
The Staging (Section VI) was reviewed. It was added that Family Care Associates has a
temporary entrance and temporary drive to connect sections of the parking lot.
Questions at meeting
Q: Will the sidewalk get built if the sanitary sewer gets built?
A: Yes.
Q: If the sanitary sewer is delayed, with the contractor be paid extra for extra traffic
control needed?
A: It was acknowledged that there are multiple scenarios of what could happen with the
sanitary sewer and west sidewalk. There was discussion about some of the potential
issues with how this is set up and how it can be bid. Luke Thoele said that the City and
CDI would have further discussion about this and clarify in an addendum.

gutter, storm sewer, sidewalk, and sanitary sewer
III. Anticipated Schedule:
- Bids open June 9, 2026
- Award at June 16 Council Meeting
- Contract executed by end of June
- Substantial completion December 31, 2026
IV. Sanitary Sewer
- While the City intends to build as shown in the plans, it retains the right to pull the
work from the contract and/or delay the work.
- Will purchase the material from contractor at cost plus shipping if the work is pulled
- IEPA Permit for sanitary sewer recently submitted and may take 90 days to receive.
Potentially cause delay of the sewer construction
- Easements are required and are not closed on. Potentially cause the sanitary sewer to be
pulled from the project
- Trenchless methods required under Evergreen Avenue
V. Sidewalks
- While the City intends to build as shown in the plans, it retains the right to pull the
work from the contract and/or delay the work.
- Easements are required and are not closed on. Potentially cause portions of the
sidewalk to be pulled from the project
VI. Staging
- All homes and businesses will have access throughout the duration of the project.
- Required to be staged in 3 phases.
- Temporary access for homes through yards. Can use milled material from existing road.
- Work outside of the active phase allowed with full MUTCD compliant traffic control.
- No full closure of Evergreen
