Summary

The County of Sacramento, Department of Homeless Services and Housing (DHSH) is seeking responses to this Request for Proposals (RFP) from entities with demonstrated experience in the clean-up and removal of refuse from homeless encampments and shelters within the Sacramento County, with a focus on the unincorporated area of the County. In response to the increase in homeless encampments and debris, the County is seeking a dedicated Contractor to support the deployment and removal of trash and hazardous materials within active and inactive homeless encampments and shelters when necessary. Proposers shall be licensed by the State of California to handle, transport and responsibly dispose of regulated materials (sharps, human waste) and operate consistently with Core Program principles while removing debris within active and inactive encampments, and shelters throughout Sacramento County.

This RFP seeks to identify a Contractor to provide homeless encampment clean-up, waste, and disposal services that will engage and serve persons experiencing homelessness in environments not designed for human habitation. The successful Proposer must be able to deploy within and restore public areas to a safe and sanitary condition while complying with applicable health, safety, and environmental regulations within the County and unincorporated areas.

The successful Proposer will collaborate with local homeless services providers, faith-based groups, law enforcement, business and community leadership, concerned citizens and the County.

Background

The Department of Homeless Services and Housing (DHSH) administers encampment cleanup services through a contracted provider to service all active and inactive homeless encampments throughout Sacramento County, with a focus in the unincorporated area of the County. Services were established in 2020, for the program known as the Homeless Encampment Cleanup, Waste and Disposal Program. DHSH is seeking a Contractor to engage in the cleanup, disposal, remediations, and removal of debris and human waste to restore public areas to safe and sanitary conditions while complying with applicable health, safety, and environmental regulations. At County discretion, the Contractor will incorporate consistent cleanup routes and coordinate with county partners, including homeless outreach teams operating within Sacramento County. Services locations are identified by the County.
