FY2024 CONTINUUM OF CARE (CoC) – PLANNING GRANT

The City of St. Louis and St. Louis City Continuum of Care is seeking experienced entities and organizations with knowledge of the compliance requirements pertaining to 24 CFR 578.7, who can plan and implement activities to benefit the City of St. Louis Continuum of Care organization and member agencies to evaluate, analyze and make recommendations for policies and procedures to the City's homeless response system. The City expects to contract with multiple entities in order to complete the tasks outlined below by December 31, 2026.  Applicants are encouraged to submit proposals for one or more projects under this RFP.

rejected. Funding for this program is subject to appropriations from federal agencies and by the City of St.
Louis.

PLANNING GRANT USE
The City of St. Louis was awarded funds by the Department of Housing and Urban Development (HUD) in the
FY2024 Continuum of Care (CoC) Competition for a Planning Grant. These funds are for CoC planning
activities as outlined in the 24 CFR 578.39. Planning grant funds will support advancement in the CoC’s
continued compliance with 24 CFR 578.7. Through the HEARTH Act, HUD-funded organizations work closely
with other community programs to provide an array of emergency services and housing opportunities
intended to prevent and end homelessness for households in need.
The St. Louis City Continuum of Care (CoC) is a coalition of agencies and stakeholders dedicated to
addressing homelessness and housing insecurity with viable solutions to end the cycle. The CoC has
numerous statutory and programmatic duties and responsibilities to oversee the CoC system of care and the
individual programs that make up that system. Furthermore, the CoC is responsible for ensuring strategic
allocation of resources that best advance the mission of reducing the impact of homelessness and housing
instability in the community.
The City of St. Louis, as the designated Collaborative Applicant for the CoC Program, oversees the
implementation of the Planning Grant funds. The City collaborates in activities with the CoC Board of
Directors, CoC Committees and the full CoC Membership body. Planning Grant funds allow for the local
Continuum of Care to do a wide array of planning and implementation activities that help to align with HUD
regulations. Planning grant funds allow for communities to find ways to implement best practices and
improve the systems-level response to preventing and ending homelessness.
INTENDED PURPOSE FOR THIS RFP
The City of St. Louis is seeking experienced entities and organizations with knowledge of the
compliance requirements pertaining to 24 CFR 578.7, who can plan and implement activities to benefit the
City of St. Louis Continuum of Care organization and member agencies to evaluate, analyze and make
recommendations for policies and procedures to the City's homeless response system. The City expects to
contract with multiple entities in order to complete the tasks outlined below by December 31,
2026. Applicants are encouraged to submit proposals for one or more projects under this RFP.
ELIGIBLE APPLICANTS
Eligible applicants include Consulting Organizations/Firms, Non-Profit Corporations with IRS tax-exempt
status and organizations with equivalent tax-exempt status pursuant to the IRS Code and can provide
evidence of such status. Some projects listed below for Consulting Services may be performed by other
entities not identified as non-profit entities. Selection may include one or more eligible applicants.
CONFLICT OF INTEREST
Applicants applying for Continuum of Care funds, must ensure that there is no conflict of interest. Any staff
working for the agency applying for funds, must not have been in a position of leadership with the
Continuum of Care and CoC Board of directors currently and for one year prior to the date of the
application. A non-profit that applies for funds can’t be receiving any CoC or Emergency Solutions Grant
(ESG) funds currently or for one year prior to the date of the application.
FUNDS AVAILABLE
This RFP will appropriate CoC Planning Grant funding to be allocated for Various Planning and Evaluation
Activities. The following terms will apply:

Grant Term will be no more than 12 months, which will start January 1, 2026 and must be completed by
December 31, 2026.
Match at 25% will be required for projects #3 5. The City will be contributing the match for projects #
1 and #2.
No Administrative funds allowed.
FUNDS AVAILABLE: Up to $1,060,557 are available for the projects listed below.
METHOD OF COMPENSATION
The method of compensation for City of St. Louis HUD contracts is via monthly reimbursement for incurred
expenses. Disbursements shall be made by pre-numbered checks that are signed by the City Chief Executive
Officer and the Financial Officer or any two (2) duly authorized officers.
Selected subrecipients will work with a Homeless Services Division Contract Compliance Officer for training
and understanding of how the contract and grant must align with HUD and City requirements. This will
include instruction, both verbal and written, on the Homeless Services requirements for complete, accurate
and timely billing packet submissions, so reimbursements can be provided to subrecipients as quickly as
possible. The City issues check payments to subrecipients once the complete, accurate and timely billing
packet is fully processed through several City Departments. Selected subrecipients will have to incur
expenses and be able to cover up to three months of the project at the start of the contract.
CONSULTANT FEES: Projects that utilize consultants and bill based on hourly fees may suggest an hourly
rate for their services, and this will be a factor in the selection decisions and shall consider what is a
competitive rate. Budgets should propose how many hours the projects will require and what fee amount
will be charged per hour with detail explaining the budgeted request.
SCOPE OF WORK REQUESTED
Applicants will submit proposals that respond to one or more of the items listed below, and build their
proposed project around those items. One proposal per organization should be submitted for one or
multiple activities, with one overarching budget attached. The selected entity may meet with the CoC
Board, City DHS, and potentially some of the CoC committees after selection is made and notification
provided, to further finalize their proposed scope of work.
Generally speaking, all of the projects below will build capacity for the Continuum of Care. By the term
capacity building, what is meant is that all of these projects should have the aim to develop, strengthen or
expand the skills, abilities, processes and resources that organizations and communities need to survive,
adapt and thrive in an ever-changing environment. These projects will help the system of the CoC deliver on
its mission effectively and maximize the benefits of member participation, knowledge exchange and
expansion and ownership in CoC work and values at the individual, institutional, and systemic level.
Proposals should consider and address how the work within each project is addressing Individual,
institutional and systemic change.
Individually, the work should address how individual agencies/organizations can be affected, improved
upon and provide for them a better understanding of how they fit into the larger institution and system.
Institutionally, the work should improve the policies, best practices and procedures of the larger
organization, known as the Continuum of Care, while providing for membership growth, understanding
and openness.
Systemically, project work will provide a pathway for CoC growth and understanding of how the system
is a part of the larger environment, and to be successful the CoC will need to improve and build positive

interactions with other systems of care, other institutions, and take a broader more regional approach
to partners, partnerships, collaborations, etc. to emphasize overall policy framework development,
implementation, improvement, operations and interactions.
Here is the list of activities for which the CoC is seeking support, training or analysis activities:
1. Collaborative Applicant Policy, Application & Transition Support
The St. Louis CoC publicized an RFP (Request for Proposals) in 2025, for the role of “Collaborative
Applicant” and in November of 2025, the CoC Board and membership completed the process by vote to
select a new Collaborative Applicant. Thus, the year of 2026, will be a transition year, where the City of
St. Louis, Dept of Human Services, will roll off and the newly selected organization, Peter and Paul
Community Services, will become the Collaborative Applicant. A consultant will support and assist the
City of St. Louis, Peter and Paul Community Services, and the CoC through this transition.
The community seeks a consultant to perform systemic growth and transition throughout the year to
further best practices and systemic improvements to help lead to a stronger yearly application to HUD.
The support requested for this project is assistance in making sure the application for funding is the best
it can be to help this community secure current and attain additional funding in the CoC funding
competition. This project will involve up to twelve months of engagement and could likely include up to
two rounds of application process, due to the recent 2025 NOFO being rescinded, and possibly to be re-
released. Activities to be focused on include adherence to deadlines established by the HUD NOFO and
include analysis, debriefing, pre-competition preparation, insight and guidance. The project will
conclude by December 31, 2026. The consultant needs to be very experienced with the annual HUD CoC
competition, and have vast experience working with Continuum of Care programs. Support will be
provided in the following ways:
Annual NOFO Application Support Activities:
o Provide insight and guidance to make improvements to the annual application based on
previous year’s application and competition scoring reports as provided by HUD.
o Consult with DHS and CoC leadership and CoC Committees, as needed during the
competition, to provide understanding and guidance on the NOFO Competition.
o Provide detailed comparison analysis of the CoC’s annual scorecard provided by HUD and
advise the Board on how to make strategic improvements in upcoming competitions.
o May provide technical assistance support to applicants during the NOFO process. May lead
other training opportunities in collaboration with DHS staff.
o Work with the Collaborative Applicant (City of St. Louis) to establish all NOFO related
required activities.
Assist the Program Performance Committee in:
o Refinement and/or development of policies for the most transparent competition as
possible.
o Assist in developing and implementing a Renewal Application process which can be
completed during the Spring, and before the annual competition NOFO is released.
o Assist in the competition’s Rank and Review process to ensure transparency, compliance
and adherence to NOFO requirements. Assist in ensuring no conflicts of interest arise in the
process.
o Development or refinement of the committee’s scoring tools for renewal and new projects.
Lead and support transition activities:
o Establish timeline of events and activities for all parties to be involved in the process.
o Educate and assist in training up new staff taking on new roles.
o Provide education on HUD, regulations, NOFO practices, history, and provide guidance on
possibilities to come from the Federal Government.
