The City of Poulsbo Parks and Recreation Department is soliciting proposals (RFP) from qualified individuals and firms for services involving an engineering condition assessment and report of the Austin-Kvelstad Pavilion at Muriel Iverson Williams Waterfront Park. The assessment will review the piles, roof, joists, decking, and other structural elements to understand the condition of the structure, its suitability to support expected loads (wind, snow, seismic), settlement, and multiple other factors. Information will be used to generate a detailed report to propose informed recommendations for priority repairs, maintenance needed, and budget.
The budget for the consultant effort is approximately $36,000. The City desires to enter into a contract with the selected consultant in September 2025 with work completed by December 31, 2025.
Submittals will be received until 2:00pm on Thursday, August 19, 2025.

Sample Professional Services Contract
Bond Road – SR305 Force Main ExtensionThe City of Poulsbo Public Works Engineering Division is seeking a qualified consultant to complete design of the Bond Road / SR305 Sewer Force Main extension. The preferred consultant will have experience with gravity sewer design, sewer force main design, WSDOT coordination, and utility installation on highway shoulders/embankments. Electronic submittals are due to the City on 8/28/2025 by 2:00pm.
The project will provide complete design services for the gravity upsizing and force main extension, including plans, specifications, and opinion of cost. This project will also include restoration of the associated roadway, utility relocation, if necessary, coordination with WSDOT, permitting, and other items necessary to support construction.

ON CALL ENVIRONMENTAL SERVICESThe City of Poulsbo (“City”) is requesting proposals from qualified environmental consulting firms to provide on-call environmental services in support of planning and permitting review, environmental compliance, and municipal projects. Services may include review of critical area and shoreline reports, permitting assistance, mitigation oversight, SEPA and NEPA documentation, and related tasks. These services support the City’s obligations under the Poulsbo Municipal Code (PMC), Washington State Environmental Policy Act (SEPA), Shoreline Management Act (SMA), and other applicable environmental regulations. PUBLIC WORKS OPERATIONS AND MAINTENANCE FACILITYThe City of Poulsbo Public Works Division is seeking Statement of Qualifications (SOQ) from qualified firms to provide professional architectural and engineering services for the design of the Public Works (PW) Maintenance and Operations Facility. Electronic submittals are due to the City on 7/10/2025 by 2:00pm.
SITE VISITS ARE SCHEDULED FOR Friday 6/27/25 at 10:00am and on Monday 6/30/25 at 1:00pm. Please meet at the Public Works Building: 22097 Viking Ave NW in Poulsbo, WA 98370The selected firm will assist the city in value engineering the schematic design, right sizing for projected needs, preparation of permit documents, plans, specifications, and estimate of cost. The initial contract will be for design services, however, at the City’s discretion, it may be amended or expanded to include bid support services and construction administration or other required services to complete the project.
