This is a Sources Sought Notice and is intended for informational and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Defense Logistics Agency Energy (DLA-Energy).



This notice is issued for the purpose of market research in accordance with the Federal Acquisitions Regulation (FAR) Part 10. This is not a Request for Proposal (RFP), a promise to issue an RFP, or a promise by the Government to pay for information received in response to this request or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.



Defense Logistics Agency (DLA) Energy - FESBA seeks to identify responsibly qualified businesses and obtain information regarding possible suppliers who can provide Contractor-Owned, Contractor-Operated (COCO) Defense Fuel Support Point (DFSP) services in the Portland, ME area. Approximately 150,000 barrels storage (fill) of Aviation Turbine Fuel capacity is required. A minimum of two tanks interconnected. Additive injection capability is required for all Jet A outbound shipments to regrade to Jet A with additives. All storage must be available and operational upon award at a single facility.

The U.S. Government (USG) anticipates solicitation of a four-year Firm-Fixed-Price contract with one five-year option. The Period of Performance (PoP) for the four-year base period is estimated to begin on July 1, 2027 through June 30, 2031, with one five-year option period from July 1, 2031 through June 30, 2036, and an option to extend the contract for a total of no more than six months from July 1, 2036 through January 31, 2037.Approximately 150,000 barrels storage (fill) capacity is required. The following information is requested:



Interested companies should respond to the following:



1. A company profile to include number of employees, office location (s), DUNS/CAGE Code number, and a statement regarding current business status. Please note that registration in the SAM is required for DLA Energy contractors.



2. Capability of providing qualified and experienced personnel with appropriate clearances, if required.



3. Past Performance: Do you have past performance as a prime contractor or subcontractor on service contracts for similar fuels management requirements? If so, please provide the following: Contract Number, Name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to fuel Dock Services. If your firm acted as a subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. Address any past performance problems, and resolutions taken.



4. Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work, type (s) of service would you perform.



5. Does your company have the financial capability and financial stability, and/or adequate lines of credit to sustain and support a four-year contract at one or more locations, in the event there are delays with the payment process?



6. What realistic phase-in period would you require to commence performance with personnel, equipment, and materials?

Portland, Maine Area: access required via pier and/or dock capable of receiving and berthing a barge not to exceed 8,400 deadweight tonnage (DWT), 365 feet length overall (LOA) with a depth of 15 feet mean low water from the dock to the ocean and equipped with a turning dolphin capable of accommodating the lateral forces induced when turning a vessel and provide mooring points for 8-10 lines.
