Solicitation Description:


Texana Center is seeking qualified organizations or individuals to provide focused Applied Behavior Analysis (ABA) services to individuals between the ages of 3-15 years old. This RFP is issued to identify experienced and capable professionals who can meet the organization’s needs and objectives related to the provision of ABA services in one or more of the following counties: Austin, Brazoria, Colorado, Fort Bend, Galveston, Harris, Liberty, Matagorda, Montgomery, Walker, Waller, and Wharton.


Scope of work to include:


Assessment, Treatment, and Transition Services – conducting assessment, treatment, and transition services to individuals with a diagnosis of Autism Spectrum Disorder (ASD) according to rules established by both HHS Children’s Autism Program and Texana Center.

Coordination of Services – receiving, completing, and submitting required documentation (intake, billing, etc.) to Texana Center personnel in a timely manner


Qualification Requirements


Interested parties must demonstrate the following qualifications:


Proven experience in the provision of ABA services in the regions defined above, specifically Fort Bend and Harris counties.

Expertise in the assessment and treatment of individuals with ASD within the ages of 3-15 years old.

Certification Requirements:

o The individual(s) overseeing ABA services must hold a valid Board Certified Behavior Analyst (BCBA) credential issued by the Behavior Analyst Certification Board (BACB) to perform ABA services.

Licensure Requirements:

o The individual(s) overseeing ABA services must hold a valid Texas Behavior Analyst License issued by the Texas Department of Licensing & Regulation (TDLR) to perform ABA services in the state of Texas.


Submission Requirements


Interested parties must submit the following in their submission of statement of qualifications:


Company Profile – Brief overview of the firm or individual, including years of operation and areas of expertise.

Experience – Description of relevant experience including successfully managed contracts with public or private funding sources.

Capacity – Description of the number of clients able to be served at approximately 13-39 hours/month

Pricing Structure – Overview of proposed pricing or fee structure for services. Please submit this as a single blended rate per hour that encompasses both LBA/BCBA and behavior technician/registered behavior technician time.

Proposed Approach – Outline of the approach to providing ABA services.

Licenses and Certifications – Copies of BCBA certification and TDLR licensure of those who would oversee and provide services within the program

Selection Process


The organization will review the submissions and select the most qualified firm(s) or individual(s) based on experience, qualifications, pricing and overall approach. Multiple awards may be made. The selected contract(s) will start September 01, 2025 and could be renewed on a yearly basis.
