DEMIL A Mixed Metals Scrap Term Contract

NASA Langley Research Center – Hampton, VA



The U.S. General Services Administration (GSA) is issuing this Invitation for Bids (IFB) for the sale and recurring removal of Government-generated DEMIL A Mixed Metals Scrap located at NASA Langley Research Center, Hampton, Virginia.



This solicitation establishes a term contract for the sale of scrap property, with removal required as a condition of sale. The successful bidder shall remove scrap material on a recurring, as-needed basis in coordination with the Agency Government Representative (AGR), and in accordance with all site-specific operational, security, and safety requirements.

  • Commodity: DEMIL A Mixed Metals Scrap

  • Location: NASA Langley Research Center, Hampton, VA 23681

  • Contract Type: Term Contract (3-year base with up to two 1-year options)

  • Estimated Volume: Approximately 250 tons annually (500,000 pounds)

  • Disposal Requirement: Material must be recycled for material content only

SUBMISSION INFORMATION

  • Bid Submission Deadline: May 8, 2026 – 5:00 PM Central Time

  • Bid Opening: May 12, 2026 – Time provided via email notification



KEY REQUIREMENTS (MANDATORY)




  • MANDATORY Pre-Bid Site Inspection Required (IFB Section 3.3)

  • Submission must include:

    • Appendix A – Site Verification & Bidder Certification

    • Appendix B – Bid Sheet & SF 114

    • Appendix C – Removal Execution Plan



  • Pricing is based on a percentage of a published market index

  • Certified weight tickets are required; contractor-owned scales are not permitted

  • Performance Guarantee of $2,500 required post-award

  • All amendments must be acknowledged



Failure to meet these requirements may result in the bid being deemed non-responsive.

  • Advance coordination is required for all site access

  • Visitor registration and approval are required prior to arrival

  • Security, identification, and safety requirements apply

  • All inspection scheduling must be coordinated with the Government
