    The State of Minnesota, Minnesota Department of Transportation (MnDOT) intends to utilize a single source acquisition with Tallgrass Solutions, Inc for one Seat Belt Convincer package.

    This is deemed a single source because the vendor is the only vendor found to provide this device. They have been producing these convincers for 15 years and no apparent comparable device exists. The convincer was originally developed by Kansas State University. The Tall Grass group split off from KSU and is now the only manufacturer and distributors of these units.
