The State of Minnesota, Minnesota Pollution Control Agency (MPCA) intends to enter into an agreement with Minnesota Newspaper Association/Minnesota News Media Institute to place advertisement in 66 newspapers at once.
As part of an approved communications plan, the MPCA plans to deliver information to the public via multiple media sources. Advertisement will be placed in numerous newspapers across southern Minnesota as part of a fish-kill prevention advertising campaign to reach large, medium and small markets.
The Minnesota Newspaper Association/Minnesota News Media serves multiple local newspapers for advertisement placement. The local newspapers use this service to accept advertisements.
It was determined that these services are only available through Minnesota Newspaper Association/Minnesota News Media Institute that would reach all the newspapers at once where MPCA intends to run this advertisement, and no other provider is reasonably available for such services that meet the Agency’s business needs.
