RFP 2026-07 IBT Inclusive Playground Renovation
Date 9/25/2026
QUESTIONS AND RESPONSES
The following responses provide written clarification to questions received before and during the
mandatory pre-proposal conference/site visit and during the written question period.
1. Could the City provide the specific subgrant of CDBG and the obligation date?
The original question did not identify which CDBG reference was being requested (for example,
the federal grant/award number, CDBG program year, City activity/project identifier, or another
identifier). The City requested clarification of the question. No additional clarification was
received. This project will be funded in part with Community Development Block Grant
(CDBG) funds and is subject to the applicable federal requirements identified in the RFP. No
additional CDBG grant or activity identifier is required for preparation of a proposal under this
solicitation.
2. Are there other sources funding the project?
Yes. In addition to CDBG funds, the City anticipates utilizing other local and non-federal
funding sources. Regardless of the funding combination, the maximum contract amount remains
$350,000.
3. Can the City confirm the expected completion date?
The City has not established a fixed calendar completion date. The selected contractor shall
complete all work, including final inspection, correction of deficiencies, site restoration, and
required closeout documentation, within 180 calendar days after issuance of the written Notice to
Proceed. No work may begin, equipment may be ordered, or project costs incurred until the City
issues a written Notice to Proceed.
4. Can the City elaborate on what type of surfacing testing is required?
The City is not requiring separate third-party field-impact testing of the completed unitary
surfacing as a standard closeout requirement. For purposes of this solicitation, surfacing
compliance shall be demonstrated through manufacturer documentation showing that the
proposed unitary safety surfacing system complies with applicable ASTM F1292 impact-
attenuation requirements for the fall heights of the proposed equipment and ASTM F1951
accessibility requirements, together with verification that the completed surfacing has been
installed in accordance with the manufacturer's specifications.
The required post-installation CPSI inspection shall include review of the completed surfacing
installation for compliance with applicable playground safety and accessibility requirements.
Any deficiencies identified shall be corrected before final acceptance. Applicable manufacturer
compliance documentation and the final CPSI inspection report shall be submitted as part of
project closeout.
5. Can the City provide the square footage of the existing playground/project area?
The City does not have a certified survey or verified square-foot measurement of the existing
playground area available for this solicitation. Proposers are responsible for field verification of
site dimensions and existing conditions necessary to develop their proposed designs. The City is
not establishing a required minimum or maximum square footage of playground surfacing
beyond the performance, accessibility, use-zone, and other requirements stated in the RFP.
6. Would the City consider extending the proposal submission deadline?
Yes. The procurement schedule was revised by Addendum No. 1. The deadline for written
questions was September 22, 2026 at 5:00 p.m. ET; final responses and addenda are issued
September 25, 2026; and proposals are due October 9, 2026 at 2:00 p.m. ET.
7. Is tree trimming the responsibility of the proposer or owner?
The RFP does not assign routine tree trimming to either the proposer or the City. Proposers shall
identify any tree removal or substantial pruning required by their proposed designs. No tree may
be removed or substantially pruned without prior written approval from the City. Proposed
layouts shall preserve existing trees to the greatest extent practicable, and existing trees and park
improvements designated to remain shall be protected during construction. If a proposer believes
tree removal or substantial pruning is necessary for its proposed design, that need shall be
identified in the proposal for City review.
8. Are there specific amenity replacement requirements, such as benches or trash
receptacles?
No. The RFP does not establish a requirement to replace benches, trash receptacles, or similar
site amenities. Proposers are responsible for the complete playground scope identified in the
RFP, including the required playground equipment, swing area, integrated shade solution,
accessible unitary safety surfacing, accessible connections, site preparation, installation,
restoration, and closeout. Existing park improvements designated to remain shall be protected
during construction.
9. When was the previous RFP for this project issued and why did the City reissue it?
The prior solicitation for the Irene B. Thomas Park playground project was released on February
13, 2026. That procurement did not result in an award; all proposals were rejected. The City
subsequently revised the project approach and solicitation requirements and reissued the
procurement. RFP 2026-07 establishes the current requirements for the complete turnkey
renovation of the existing playground.
10. Does the City have a preference if the playground surfacing connects to the pavilion?
The City does not have a specific preference or requirement that the playground safety surfacing
extend directly to the pavilion. The proposed design must provide accessible routes connecting
the playground entrance, play components, surfacing, and existing park walkways, and should
appropriately relate to the existing pavilion, walkways, and surrounding site improvements.
Proposers may determine the configuration that best supports accessibility, site integration, the
proposed playground layout, and overall project design while meeting all requirements of the
RFP.
11. Can the playground surfacing be mixed, mulch and turf, so long as the turf connects all
accessible routes?
Not within the required playground use zones. The RFP requires unitary accessible safety
surfacing throughout required use zones.
The RFP does not prescribe a particular type of compliant unitary surfacing system. Proposers
may propose turf or another unitary system, provided the proposed surfacing complies with the
applicable accessibility, impact-attenuation, safety, use-zone, and documentation requirements of
the RFP. The proposed design shall clearly identify surfacing limits and accessible routes.
Except as expressly clarified or modified by this Addendum No. 2 and Addendum No. 1, all
other terms, conditions, requirements, specifications, and provisions of RFP 2026-07
remain unchanged.
