member except through the designated point of contact. Any unauthorized communication may result in the
disqualification of the proposer's proposal.
The following dates apply to this solicitation:
RFP Issued: August 27, 2026
Mandatory Pre-Proposal Conference and Site Visit: September 15, 2026, at 2:00 p.m. ET, at Irene B.
Thomas Park, 700 Sharon Street, Hinesville, Georgia. An authorized representative of each proposer must
attend for the proposer's proposal to be considered responsive.

Sealed proposals must be received by the proposal deadline at City of Hinesville, 115 East M.L. King Jr. Drive,
Hinesville, Georgia 31313, Attention: Shauntay Harris, Community Development Director.
Proposals will be evaluated according to the criteria established in this RFP. Award will be made to the responsive
and responsible proposer whose proposal provides the best overall value to the City, considering price and all other
stated evaluation factors. Award will not be based solely on the lowest proposed price.
Late proposals will not be accepted or considered.
The City reserves the right to reject any or all proposals, waive technicalities or informalities when permitted by
law, request clarification, negotiate with the highest-ranked proposer, cancel the solicitation or reissue the
procurement when determined to be in the City's best interest. Any award is subject to approval by the Hinesville
City Council and execution of a written contract.
1. OVERVIEW AND PROCUREMENT INFORMATION
The City will use a competitive sealed-proposal process to select a qualified contractor for this project. Proposals
will be evaluated on price and all other criteria established in this RFP. The City intends to award a firm-fixed-price
contract to the responsive and responsible proposer whose proposal provides the best overall value to the City.
City of Hinesville RFP 2026-07 - Irene B. Thomas Park Inclusive Playground Renovation Page 2
This RFP, its appendices and all subsequently issued addenda constitute the solicitation documents. Proposers are
responsible for reviewing the complete solicitation, monitoring the City's website and the Georgia Procurement
Registry for addenda, and acknowledging all addenda in their proposals. Any interpretation, clarification or
modification by the City will be issued only in writing through an addendum.
Questions must be submitted in writing to the single point of contact identified in the Notice of Request for
Proposals. Questions received after the stated deadline may not be answered. Responses that clarify or modify the
solicitation will be distributed to all prospective proposers through an addendum. Proposers shall not rely on
information obtained from any other source.
Attendance at the mandatory pre-proposal conference and site visit is required. Each proposer must ensure that its
authorized representative signs the City's attendance record and examines the project site and observable conditions
that may affect the proposed design, price or performance of the work. A proposal submitted by a proposer that is
not represented at the entire mandatory conference and site visit will be considered nonresponsive. Failure to inspect
the site or identify an observable condition will not relieve the selected contractor of its obligations under the
resulting contract.
Proposals and supporting materials are subject to the Georgia Open Records Act.
2. PROJECT INTENT AND OBJECTIVES
The City intends to replace the existing playground and swing area at Irene B. Thomas Park with a complete,
integrated and inclusive playground serving children ages 2 through 12 and caregivers of varied abilities. The
completed project should create opportunities for children with and without disabilities to play together through a
combination of accessible elevated activities, ground-level experiences, sensory play, movement, climbing, sliding,
swinging and social interaction.
The City's intent is to create a signature inclusive playground that serves as a community destination - a place
children of varying ages and abilities, families and caregivers choose to visit, return to and enjoy together. The
design should be visually engaging, offer meaningful variety and play value, encourage interaction and shared
experiences, and remain durable, maintainable and appropriate for the existing park setting.
The project is intended to achieve the following objectives:
Provide meaningful and varied play opportunities that address mobility, sensory, cognitive, social and
physical development.
Integrate inclusive features throughout the playground rather than separating accessible equipment from
the primary play experience.
Provide an accessible route into and throughout the playground, including access to meaningful elevated
and ground-level activities.
Maximize play value, user capacity, variety and age-appropriate challenge within the established project
budget.
Provide durable, commercial-grade equipment and surfacing suitable for intensive use in a municipal park
environment.
Create a cohesive design that fits the existing site, connects appropriately to the established walkway and
makes efficient use of the available playground area and existing natural features.
Provide an attractive color scheme that complements the park's natural setting, existing pavilion and
surrounding improvements.
Create a cohesive and memorable playground design with broad community appeal and sufficient variety,
challenge and play value to encourage continued engagement and extended visits.
Replace the existing playground equipment, swings, borders and surfacing through one complete and
accountable turnkey contract.
Deliver a safe, fully installed and operational playground with all required design, demolition, site
preparation, equipment, surfacing, installation, inspection, restoration and closeout activities completed by
the selected contractor.
The City is seeking performance-based design proposals and is not requiring a particular manufacturer, product line,
model, color scheme or proprietary equipment arrangement. Proposers are encouraged to use their professional
City of Hinesville RFP 2026-07 - Irene B. Thomas Park Inclusive Playground Renovation Page 3
expertise to propose the strongest inclusive playground that meets the requirements of this RFP and provides the
best overall value to the City.
Proposers shall provide a color rendering of the proposed playground and identify the manufacturer's available
standard color options. Proposed equipment and surfacing colors should complement the park's natural setting and
existing improvements. The City reserves the right to approve the final equipment color scheme and surfacing
colors and patterns before fabrication or installation. Selection of alternative standard manufacturer colors shall not
increase the contract price.
3. SCOPE OF WORK
The selected contractor shall provide a complete, turnkey renovation of the existing playground at Irene B. Thomas
Park. The contractor shall be responsible for coordinating all labor, materials, equipment, freight and services
necessary to deliver a safe, fully installed and operational playground.
The work shall include:
Field verification of site dimensions, grades, drainage, utilities, accessible routes and observable
conditions affecting the proposed design or construction.
Preparation of the proposed playground layout, equipment plans, use zones, surfacing limits, shade
solution, color renderings, manufacturer drawings and any site-specific sealed documents required for
permitting and installation.
Removal and lawful disposal of the existing playground equipment, swings, borders, surfacing, anchors
and foundations necessary for the new work.
Site preparation, grading, drainage adjustments, foundations, accessible connections and restoration
required for the completed installation.
Furnishing and installation of the inclusive playground equipment, swing area, proposed shade solution
and accessible unitary safety surfacing described in this RFP.
Obtaining applicable permits and coordinating required inspections and surfacing testing.
Before final acceptance, providing a post-installation inspection report signed by a current Certified
Playground Safety Inspector. The inspector may be employed by the contractor, installer, equipment
manufacturer or an independent firm but shall not be the individual who directly supervised the
installation. All identified deficiencies shall be corrected before final acceptance.
Delivery of warranties, maintenance information, final inspection and testing reports, approved plans and
other required closeout documentation.
Proposers shall identify any tree removal or substantial pruning required by their proposed designs. No tree may be
removed or substantially pruned without prior written approval from the City. Existing trees and park improvements
designated to remain shall be protected during construction.
4. MINIMUM PERFORMANCE REQUIREMENTS
The completed playground shall be a commercial-grade, inclusive play environment serving children of varying
ages and abilities and supporting participation by caregivers with disabilities.
Proposed designs shall, at minimum, provide:
An accessible, ramped play structure.
Inclusive motion or seesaw equipment.
At least one wide or multi-user slide suitable for assisted, side-by-side or caregiver-child use and
accessible from the ramped play structure or an appropriate transfer system.
Ground-level play and sensory elements.
A swing area containing multiple swing experiences, including at least one no-transfer, roll-on inclusive
swing that accommodates a user while remaining in a wheelchair or other mobility device. The remaining
swing options should serve a range of ages and abilities.
A variety of physical, sensory, social, imaginative and cooperative play experiences.
Accessible routes connecting the playground entrance, play components, surfacing and existing park
walkways.
City of Hinesville RFP 2026-07 - Irene B. Thomas Park Inclusive Playground Renovation Page 4
Unitary accessible safety surfacing throughout required use zones.
An integrated shade solution appropriate to the proposed playground design. Shade may be provided
through equipment-integrated roofs, canopies or shade panels; freestanding manufactured shade structures;
or a combination of these features. Proposers shall determine the type, placement and extent of shade that
best supports the proposed equipment layout, play areas, user comfort, visibility, existing trees and
available project budget.
The proposed shade solution shall be included in the complete proposed design and total proposed price and shall
not be presented solely as an alternate or optional enhancement.
Additional opportunities for children and caregivers to participate together, including intergenerational or face-to-
face play components, will be considered favorably.
The overall playground shall present a cohesive, visually engaging design rather than a collection of unrelated
components. It should provide sufficient variety, challenge, social interaction and play value to appeal to children
and families across repeated and extended visits.
The playground design, equipment, surfacing, layout, use zones and installation shall comply with all applicable
accessibility requirements, current U.S. Consumer Product Safety Commission guidelines and recognized industry
safety standards for public playground equipment and impact-attenuating accessible surfacing. Equipment shall be
independently certified to applicable safety standards where such certification is available.
Equipment shall be new, commercial grade, durable, vandal resistant and suitable for year-round public use in the
coastal Georgia climate. Materials and finishes shall resist corrosion, fading, moisture and routine wear.
Proposed layouts shall preserve existing trees to the greatest extent practicable, avoid interference with existing park
facilities, maintain appropriate visibility and supervision, and accommodate all manufacturer-required use zones.
The selected contractor shall correct, at no additional cost to the City, any equipment, surfacing, accessibility, safety
or installation deficiencies identified before final acceptance.
5. BUDGET, PRICE AND CONTRACT TERMS
The total project budget shall not exceed $350,000. Proposals exceeding this amount may be deemed
nonresponsive.
The proposed price shall be a complete, fixed price for the turnkey project and shall include all costs necessary to
complete the work, including design, project management, equipment, materials, demolition, disposal, site
preparation, freight, delivery, labor, installation, surfacing, shade, permits, inspections, testing, site restoration,
warranties, closeout documentation, overhead and all other associated expenses.
Proposers shall use the Price Proposal Form included as Appendix C. Proposals should maximize the quality,
inclusivity, play value and range of experiences provided within the $350,000 maximum project budget.
The selected contractor shall complete all work, including final inspection, correction of deficiencies, site
restoration and required closeout documentation, within 180 calendar days after issuance of the Notice to Proceed.
The City anticipates awarding one contract for the complete project. The resulting contract shall be subject to
approval by the Hinesville City Council, completion of applicable federal environmental-review requirements and
execution of all required contract documents.
No work may begin, equipment may be ordered or project costs incurred until the City issues a written Notice to
Proceed. Costs incurred before the Notice to Proceed shall be the contractor's responsibility.
Payments shall be based on completed and accepted work in accordance with the resulting contract. Final payment
will not be issued until the project has received final acceptance and the contractor has submitted all required
warranties, inspection reports, testing results, certifications, manuals and closeout documentation.

8. CONTRACT REQUIREMENTS AND GENERAL CONDITIONS
The selected proposer shall enter into a written agreement with the City for the complete project. The RFP, issued
addenda, selected proposal, negotiated revisions, required federal provisions and approved project documents will
be incorporated into or made part of the resulting contract.
Proposals shall remain valid for 90 calendar days after the proposal deadline unless extended by written agreement.
Each proposal shall be accompanied by a proposal bond in an amount not less than five percent of the total
proposed price. The bond shall be issued by an acceptable surety and shall guarantee that the proposer will honor its
proposal, execute the contract if selected and provide the required performance and payment bonds.

A performance bond equal to 100 percent of the contract amount.
A payment bond equal to 100 percent of the contract amount.

acceptance of the project:
Workers' compensation insurance at Georgia statutory limits and employer's liability insurance of at least
$1,000,000 for each accident, $1,000,000 for disease for each employee and $1,000,000 disease policy
limit.
Commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 general
aggregate, including premises and operations, contractual liability, independent contractors, personal and

insureds on commercial general liability and automobile liability coverage for ongoing and completed operations.
Coverage shall be primary and noncontributory, and applicable policies shall include waivers of subrogation in
favor of the City where commercially available. Certificates and endorsements shall identify this project and
provide for 30 days' prior written notice of cancellation or material modification, except as otherwise permitted by
the policy or law.
The contractor shall maintain required coverage through final acceptance and shall maintain products and
completed-operations coverage for at least two years thereafter. The contractor shall ensure that all subcontractors
maintain coverage appropriate to their work, incorporate the applicable insurance requirements into every
City of Hinesville RFP 2026-07 - Irene B. Thomas Park Inclusive Playground Renovation Page 8
subcontract and remain responsible for any subcontractor's failure to maintain required coverage. All equipment,
materials and installed work shall remain at the contractor's risk of loss until final acceptance by the City.
To the fullest extent permitted by Georgia law, the contractor shall defend, indemnify and hold harmless the City of
Hinesville and its elected and appointed officials, officers and employees from and against claims, damages, losses
and expenses, including reasonable attorney fees, arising out of or resulting from the contractor's or any
subcontractor's performance of the work, but only to the extent caused by the negligent acts or omissions, breach or
willful misconduct of the contractor, a subcontractor or anyone directly or indirectly employed by them or for
whose acts they may be liable. This obligation shall not be construed to require indemnification for the City's sole
negligence and shall not be limited by the insurance required under the contract.
The contractor shall be responsible for the performance of the complete project and for the work, conduct and
compliance of all subcontractors, suppliers and personnel under its control. City review or approval of a
subcontractor shall not relieve the contractor of that responsibility.
No work may begin, equipment may be ordered or project costs incurred until the contract is fully executed and the
City issues a written Notice to Proceed. The contractor shall obtain all required permits and approvals and complete
the project within the contract time established in this RFP.
Changes to the contract scope, price or time must be authorized through a written change order executed by the City
before the changed work is performed. The City will not be responsible for unauthorized work or costs.
Payments will be based on properly documented, completed and accepted work in accordance with the contract.
The City may withhold payment for defective or incomplete work, unresolved labor-standards violations, missing
compliance documentation or other failure to meet contract requirements. Final payment will not be made until all
work has been accepted and all required closeout documentation has been submitted.
The contractor shall correct defective or noncompliant work and honor all equipment, shade, surfacing, installation
and workmanship warranties. The resulting contract will include applicable provisions concerning indemnification,
termination, dispute resolution, governing law and other protections required by the City.
9. FEDERAL AND FUNDING REQUIREMENTS
This project will be funded in part with Community Development Block Grant funds and is subject to applicable
federal requirements. The selected contractor and all subcontractors shall comply with the federal provisions
incorporated into this RFP and the resulting contract.
Applicable requirements include, but are not limited to:
Davis-Bacon and Related Acts prevailing-wage requirements.
Submission of weekly certified payroll records and cooperation with required labor-standards monitoring.
Applicable equal employment opportunity and nondiscrimination requirements.
Federal suspension and debarment restrictions.
Federal restrictions concerning lobbying and conflicts of interest.
Applicable contract provisions required under 2 CFR Part 200.
Maintenance and availability of required project, payroll and compliance records.
All other federal requirements identified in this RFP, its appendices and the resulting contract.
The applicable federal wage determination, HUD-4010 Federal Labor Standards Provisions and lobbying
certification are included in Appendix G. The contractor shall include all required federal provisions in its
subcontracts and shall be responsible for the compliance of its subcontractors.
The proposed price shall include all labor, administrative effort, documentation and other costs associated with
compliance. Failure to comply with applicable federal requirements may result in withholding of payment,
corrective action, termination or other remedies available to the City.
9.1 M/WBE PARTICIPATION
The City has established a project-specific Minority and Women Business Enterprise participation goal of 13
percent, consisting of a 10 percent Minority Business Enterprise goal and a 3 percent Women Business Enterprise
City of Hinesville RFP 2026-07 - Irene B. Thomas Park Inclusive Playground Renovation Page 9
goal. Proposers shall make good-faith efforts to meet or exceed the goal in accordance with the City of Hinesville
M/WBE Policy included as Appendix H.
Each proposer shall submit the Appendix H Non-Discrimination Statement and Proposed Schedule of M/WBE
Participation in the separately sealed M/WBE DOCUMENTS envelope. A proposer that does not meet the goal
shall submit documentation of its good-faith efforts in the same envelope. The City will determine responsiveness
in accordance with its M/WBE Policy. M/WBE participation will not be separately scored under the evaluation
criteria.
M/WBE firms identified for participation must be certified by the proposal deadline through an agency recognized
by the City. Participation commitments become contractual obligations. Substitution of an identified M/WBE
requires prior City approval, and the contractor must document payments and submit required participation reports
through project closeout.
The contractor shall pay each subcontractor for satisfactory performance no later than 10 days after receiving the
corresponding payment from the City. Any delay or postponement requires good cause and prior written City
approval. This requirement applies to M/WBE and non-M/WBE subcontractors.
APPENDICES
The appendices listed below are part of this RFP. Proposers shall complete and submit the forms identified as
required proposal forms.
APPENDIX A - SITE MAP AND PHOTOGRAPHS
The following site map and photographs are provided for general reference and to assist proposers in understanding
the existing playground area and surrounding park improvements. They do not constitute a survey or a complete
representation of existing conditions.
Irene B. Thomas Park is open to the public, and prospective proposers may visit and visually examine the publicly
accessible project area before the mandatory pre-proposal conference and site visit. Any independent visit is for
general observation only and does not authorize testing, excavation, activities that interfere with park use, entry into
restricted areas or contact with City personnel regarding the solicitation. Questions arising from an independent visit
must be submitted through the RFP's designated written-question process. An independent visit does not satisfy the
mandatory attendance requirement.
Proposers are responsible for examining the project site and verifying dimensions, grades, drainage, utilities,
construction access, existing improvements and other observable conditions that may affect the proposed design,
price or performance of the work.
