Cooke Park Improvements

The City of Galesburg, Illinois, hereby invites sealed bids for various improvements to Cooke Park in the City of Galesburg. Bids will be received until 11:00 a.m., local time, March 5, 2025, at the office of the Purchasing Agent located in the Finance Department at City Hall, 55 West Tompkins Street, Galesburg, IL 61401; and at that time, publicly opened and read aloud in the Erickson Conference Room, located in City Hall. Bid documents are available at the office of the Purchasing Agent or on the city website at www.ci.galesburg.il.us. This project is being financed, in part, with funds from the Illinois Department of Natural Resources, “Open Space Lands Acquisition & Development” (OSLAD) grant program. Minority business firms are encouraged to submit bids. Successful contract bidding firms are encouraged to utilize minority businesses as subcontractors for supplies, equipment, services, and construction. Contracts for work under this bid will obligate the contractor and sub-contractors not to discriminate in employment practices and shall be in compliance with applicable State of Illinois Statutes pertaining to the selection of labor and the prevailing rate of wages. The contractor shall pay not less than the prevailing rate of wages as found by the Department of Labor of the State of Illinois or the City of Galesburg Parks and Recreation department to all laborers, workmen, and mechanics performing work under this contract, as required by an act of the Illinois General Assembly entitled “An Act Regulating Wages of Laborers, Mechanics, and Other Workmen Employed in any Public Works by the State, County, City of any Public Body, or any Political Subdivision of By Anyone Under Contract for Public Works”, approved June 16, 1941, as amended. All bids shall be accompanied by a Bid Bond and Performance Bonds will be required for this project. Vendors will be required to comply with all applicable EEO laws and regulations. The submission of the bid by the offeror in response to this Advertisement for Bids constitutes an acknowledgement of and an agreement by the Offeror that it understands and will comply with the Illinois Prevailing Wage Act and the Illinois Preference Act (30 ILCS 570). Resolution No. 90-74 requires compliance with the Human Relations Act and all pertinent federal and state rules and regulations. The right is reserved to accept any bid or any part or parts thereof or to reject any and all bids. The contract award shall be made to the lowest responsible bidder whose bid properly addresses and complies with the invitation and is most advantageous to the City of Galesburg; price and other factors considered.

Bidders are invited to attend a pre-bid meeting located at the site of Cooke Park at 652 West Second Street in Galesburg on Wednesday, February 12, 2025, at 1:00 p.m. The meeting is non-mandatory; however, attendance is strongly recommended.
