This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

U.S. Fish and Wildlife Service, Bear River Migratory Bird Refuge has a requirement for a steel, 30' x 32' x 11'4" overhead cover to be delivered to Bear River (MBR), Brigham, Utah. The anticipated performance period is 120 days from award.

This Request for Quotation (RFQ) is a TOTAL SMALL BUSINESS SET ASIDE and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2024-03. The NAICS code is 332311 Prefabricated Metal Building and Component Manufacturing, and the small business size standard is 750 employees.

Instructions
All responsible small business sources may submit a quote, which shall be considered by the agency. Award will be made as a firm-fixed-price contract. The basis of award is the Lowest Price Technically Acceptable (LPTA). The vendor that submits the lowest priced quote, meeting the technical acceptability requirement, will be awarded the contract. Award will be made to a responsible source pursuant to FAR subpart 9.1.

Technical Acceptability: All manufacturers shall have a minimum of (20) twenty years' experience in the fabrication of tubular steel shade structures. Shade structure and kiosk fabrication shall be the manufacturer's primary business. Manufacturer shall have fabricated similar structures to that which is specified. All non-specified manufacturers shall submit complete shop drawings indicating type, size & gauge of material used, with detailed connections to the specifying agency or design firm at least 10 days prior to bid opening for review and written pre-approval. All bids submitted without prior approval will be rejected.

Contractor must submit documentation of applicable technical acceptability with their quote.

This contract contains warranty requirements determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices.

Please submit your quotation (showing unit and total price) on company letterhead or the enclosed pricing form with SAM.gov UEI code and point of contact phone number and e-mail address. Refer to FAR provision 52.212-1 Instructions to Offerors - Commercial Items for additional submission guidance and include a copy of FAR provision 52.212-3 Offeror Representations and Certifications -- Commercial Items with applicable sections completed.
