ADDENDUM NO. 1
Request for Qualifications (RFQ)
Engineering Services for
Woodruff-Roebuck Water District
2 Million Gallon Switzer Elevated Water Storage Tank
Addendum Date: September 28, 2026
RFQ Dated: September 1, 2026
Submittals Due: 4:00 P.M. local time, Thursday, October 1, 2026
To all RFQ plan holders:
This addendum answers the questions received during the question period and corrects
the submittal time published in the South Carolina Business Opportunities (SCBO)
advertisement. It modifies and becomes part of the RFQ dated September 1, 2026. All
other terms of the RFQ remain unchanged.
ITEM 1 - QUESTIONS AND RESPONSES
The following questions were received before the September 18, 2026 question deadline.
Question 1: Are questions being answered on a rolling basis, or on September 25th?
Response: No. All questions received by the September 18, 2026 deadline are
answered in this addendum, which is issued to all plan holders. The two questions
listed here were the only questions received. The question period has closed, and no
further questions will be accepted.
Question 2: For the required project experience, how will "similar in scope" be
defined? Can the proposing firm include projects that demonstrate experience with
key components of the work (e.g., utility coordination, water/wastewater design,
permitting, and project management) even if the projects differ in size, delivery
method, or overall project scope?
Response: "Similar in scope" is defined by project type: (1) design and construction
management of elevated water storage tanks, and (2) design and construction
management of water utility projects. Because the elevated storage tank is the
primary component of this project, demonstrated experience in elevated storage tank
design is essential and will be weighted accordingly in evaluation.
Firms may also include projects that show experience with key components of the
work, such as utility coordination, water system design, permitting and project
management, even where those projects differ in size, delivery method or overall
scope. Such projects will be considered supporting experience and do not substitute
for elevated storage tank experience.

ITEM 2 - CORRECTION TO SUBMITTAL TIME
The SCBO advertisement for this RFQ, published September 2, 2026, listed the
Bid/Submittal Due Date as October 1, 2026 - 4:00 a.m. That time is incorrect.
The correct deadline, as stated in the RFQ, is: qualification packages must be received at
the office of Charlie Wilson, PE, Woodruff-Roebuck Water District, 9890 Highway 221,
Woodruff, SC 29388, no later than 4:00 P.M. local time, Thursday, October 1, 2026.
Packages received after this time will not be considered. All other submittal requirements
in the RFQ remain unchanged.
Sincerely,
Charlie Wilson, PE
Engineering Manager
