Contract Award: It is the intent of the Iowa DOT to award the contract to the responsible contractor whose submitted quote is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule. Other factors may also include a comprehensive review of bidders past work performance, and work capacity. Overview: The Iowa DOT is seeking competitive bids for the removal and replacement of the DOT Urbana Brine Building Maintenance Facility as per the attached drawings and specifications. Contractor to properly dispose of all materials from existing building and to maintain the safety of the site, including traffic control, during the demolition of existing building and construction of new building. Project includes installation of new underground plumbing and electrical. Estimated Project Start Date: May 25, 2025 (Start date to be coordinated with the DOT Project Manager. This is the estimated start date after all required documents are received (i.e., insurance, performance bond and vendor signed contract) Substantial Completion Date: October 15, 2025 ( This includes resolution to all punch list items, inspections and DOT acceptance typically used in constructions bids). Liquidated Damages: Due to Iowa state mandated readiness for winter operations deadline of October 15, 2025, DOT must have an operational Brine building by that date. Therefore DOT is invoking Liquidated Damages. (See Attribute #12 for Liquidated Damages Requirements). Communication: Until a contract is awarded the sole point of contact for the solicitation is the Purchasing Agent identified in the solicitation. All questions must be directed solely to the Purchasing Agent listed in the bid opportunity. We encourage vendor to upload all questions on or before the question cut off due date and time in the IONwave bid system. Responses to questions will be communicated out to vendors via DOT’s ION wave bid system. Site Visits:A site visit is highly recommended. To schedule a site visit please email Teri Schulz at teri.schulz@iowadot.us with the requested date and time for the visit. Please give a 24-hour notice in advance of the requested date. Any questions that arise during the site visit must be emailed to Teri or submitted on the Questions Tab in the solicitation. Bid Responses shall be submitted within DOT’s ION wave Bid System or signed and prepared in ink or typewritten in the solicitation documents provided. Telephonic, email or facsimile responses shall not be considered. Warranty: Refer to specifications on the Attachment Tab for warranty requirements. This project is exempt from sales tax. Davis Beacon Wages Do Not Apply. Licenses, Permits and Inspections: As a State owned project, the State of Iowa Department of Inspections, Appeals and Licensing is the authority having jurisdiction over the project for code compliance, permitting and inspections. No other governmental entity is the authority having jurisdiction.
