1. Introduction

East Mississippi State Hospital (EMSH) is seeking qualified contractors to provide comprehensive beautification services for the following campuses:

Meridian Main Campus

Meridian BASAC (Behavioral Addictions Services and Care)

Nursing Home Division- R.P. White and James T. Champion facilities

The goal of this project is to enhance the visual appeal, safety, and welcoming atmosphere of our grounds for patients, staff, and visitors.

2. Scope of Work

Services may include, but are not limited to:

Landscaping design and installation (trees, shrubs, seasonal flowers, turf improvements)

Lawn maintenance and edging

Irrigation system inspection and repair

Walkway and courtyard enhancements

Decorative planters and seating areas

Removal of debris, overgrowth, and invasive plants

Seasonal color rotation and upkeep

3. Contractor Qualifications

Demonstrated experience in large-scale landscaping and beautification projects

Licensed and insured to operate in the State of Mississippi

Ability to work within active healthcare facility environments with minimal disruption

References from at least three similar projects completed within the last five years

4. Proposal Requirements

Proposals must include:

Company profile and relevant experience

Detailed work plan and timeline

Itemized cost estimate (labor, materials, equipment)

Proposed maintenance schedule

Safety and environmental sustainability practices

5. Submission Instructions

All proposals must be submitted in a sealed envelope clearly marked "EMSH Campus Beautification RFP"

6. Evaluation Criteria

Proposals will be evaluated based on:

Quality and creativity of proposed design

Cost-effectiveness

Contractor qualifications and references

Ability to meet project timelines

Sustainability and maintenance approach

Pre-Bid Site Visit: Tuesday, July 28, 2026 (Attendance encouraged)

Proposal Submission Deadline: August 11, 2026

Anticipated Award Date: August 11, 2026

Project Start Date: August 17, 2026
