The City of St. Petersburg ("City'') is accepting proposals from qualified firms to manage and operate multiple, multi-level parking garages and surface parking lots.
Contractor shall provide all labor, supervision, training, materials, and equipment to manage and operate the following self-parking facilities; Municipal Services Center Parking Garage ("MSC Garage"), South Core Parking Garage ("South Core"), Al Lang Field Parking Lot ("Al Lang Parking Lot''), The 800 Lot ("The 800 Lot''), The 3rd Ave. S. event lot (“Baseball Lot”) , and Lot 2 (collectively "Parking Facilities" or individually "Parking Facility''). Contractor's services shall include, but are not limited to, operations management, staffing, security services, maintenance and structural repairs up to a maximum cost of $10,000, custodial services, the proper handling of the Parking Facilities' funds, preparing required reports, financial accounting and consulting services.
Contractor shall be responsible for employing, directing and creating work schedules for all personnel, recommending operating procedures and policies, effectuating City approved procedure and policy changes, and handling customer complaints and damage claims. Contractor shall be responsible for each Parking Facility, its structures, equipment and appurtenances. Contractor shall be required to maintain the Parking Facilities and make all repairs up to $10,000 in value as needed, subject to the written approval of the City.
St. Petersburg is the 5th largest city in Florida with a population of approximately 266,000 and a median age of 42 years. The St. Petersburg/Clearwater area is the occasional home to more than 6.3 million overnight visitors each year. St. Petersburg has a vibrant downtown area that has achieved tremendous revitalization during the past 20 years including construction and renovations of office, retail, and residential properties. It is host to numerous sporting events each year and has had expansions in cultural attractions, educational institutions, medical centers and airport facilities. The City is host to approximately 1,000 events per year.
The Municipal Services Center (MSC Garage), located on Central Avenue and 3rd Street North, is a 256 space multi level parking structure and is adjoined to the Municipal Services Center building which houses City departmental offices. The City directly pays for and maintains utilities, elevator and lighting for this facility. The MSC Garage hosts 215 City employees and 67 service vehicles that will enter and exit the facility through contractor issued access control cards. Transient parkers will pay at pay station when exiting garage. The MSC Garage currently operates between the hours of 7:00 a.m. and 5:00 p.m. Monday through Friday. City employees’ park for free in the garage and the contractor is only responsible for the collection of transient revenue. However, contractor must coordinate with City Parking Management regarding access card activation and deactivation.
South Core Garage , located on 1st Avenue South between 1st and 2nd Streets, is a 1,124 space multi-level parking structure and is adjoined to the James Museum building. The James Museum controls approximately 357 spaces on the 3 rd Floor always (24/7/365) except for the Grand Prix and the 4 th floor between the hours of 6 AM and 6 PM each day with exceptions of Rowdies Games, and Grand Prix. South Core currently hosts approximately 964 monthly parking permit holders entering and exiting the facility through operator issued access control cards. Approximately 357 spaces are permit holders that park in two "nested" private levels of parking. South Core also hosts ticketed paying/validated transient traffic. Car wash and on-site detailing services are currently handled through a third party company " Ed's Mobile Car Care Service". South Core operates as a 24 hour per day, 7 days per week, self-parking facility with the two "nested" private levels. Cash payments can be made with the automated gate revenue equipment or by “pay on foot” machines located in the elevator lobby. For special events, a cashier(s) may pre-collect flat rate parking at the main entrance lane(s). There are four separate P&L reports required for the South Core Facility, one for the City-owned floors (2), one for the privately-owned floors (2), one for the James Museum (2) and one for the Condominium Association (common areas of the entire building). Currently included in the South Core facility management responsibility is annual assistance with The Firestone Grand Prix of St. Petersburg. These responsibilities include providing attendants at the Albert Whitted Airport Lot and two other small parking areas for Friday-Sunday of race weekend. Historically, a special event shuttle operates from a stop adjacent to the South Core garage to Tropicana Field for each home Rays game.
Al Lang Parking Lot , located on 1st Avenue South between 1st Street South and Bayshore Drive adjacent to Al Lang Field, contains 348 parking spaces. Approximately 275 spaces are designated as monthly permitted parking, approximately 12 spaces are designated for use by stadium operations, and the remaining spaces are available for daily transient traffic through the use of Cale Pay Stations or pay by phone. The City directly pays utilities for this facility. The Al Lang Parking Lot is available for evening and weekend use and is extensively utilized during downtown special events and the Saturday Morning Market with an attendant for collection of parking fees.
The 800 Lot , bounded by 1st and 2nd Avenues South, 8th Street and Martin Luther King Jr Boulevard, contains 293 parking spaces. This parking lot accommodates 65 City fleet vehicles during night-time hours, and approximately 200 monthly permit parkers during business hours. The 800 Lot parking lot is open for daily transient parking by paying $5.00 at the Cale Machines or pay by phone and for select Tropicana Field events with an attendant for collection of parking fees.
The 3rd Avenue South Lot (“Baseball Lot”) is located just west of 16th Street on the north side of 3rd Avenue South. The lot has 72 parking spaces and is used almost exclusively for the Tampa Bay Rays parking during games and other events that occur at the Tropicana Field at special event rate from $20 to $35. On non-game days, the daily rate is $5.00 where payment is accepted via pay by phone.
Lot 2 is located at 6 th Street North between 1 st Avenue North and Mirror Lake Drive and contains 64 parking spaces. The lot is open for non-reserved parking at the rate of $42.80 between the hours of 4 a.m. to 3:59 p.m. Monday through Friday, any time on Saturday and Sunday. Transient parking is available at the rate of $5 between the hours of 4 p.m. to 3:59 a.m. Monday through Friday and any time on Saturday and Sunday. The parking fee is collected by the Cale pay on foot machines or pay by phone.
Current Parking Rates:
South Core: Daytime rate is $1 per hour with a $10 maximum per day. Monthly non-reserved parking rate is $80.25 including tax.
Al Lang: Daytime and evening rate is $5 per day. Monthly reserved parking rate is $64.20 including tax. Special event rate is usually $10 and occasionally more for larger events.
MSC: Rate is first hour free and then $1 per hour with a $10 maximum per day. No public monthly parking is offered. City employees are not charged for parking.
800 Lot: Daytime rate is $5.00 until 3:59am the next day. Monthly rate is $26.75 for regular monthly parkers / $15.75 for Edge District monthly parkers.
Lot 2: $5.00 transient parking between the hours of 4pm to 3:59am Monday to Friday and any time on Saturday and Sunday. Monthly rate is $42.80 between the hours 4am to 3:59am Monday through
Friday and anytime on Saturday and Sunday
3 rd Ave South Lot Daily rate is $5.00. Monthly rate is not applicable.
Parking at all Parking Facilities for all special events is generally $10 to $20 per day except for select events such as the Grand Prix, Reggae Fest, and Fourth of July etc.
