Project Description
The Quinault Indian Nation Planning Department oversees vendors and vendor compliance
during Chief Taholah Days. We are soliciting qualifications for a contractor to assist
Planning staff in checking retail vendors and fireworks vendors over the duration of June
29th to July 5th. This is an hourly temporary position and the maximum budget for this
temporary position is $2,000.00.
Scope of Work:
• Check on Chief Taholah Days retail vendors and fireworks vendors daily from June 29th
to July 5th to ensure the requirements of Title 41 Fireworks and the Special Temporary
Retail Use Permit are being maintained
• Be available a minimum of three (3) hours per day and no more than six (6) hours per
day to answer vendor questions and monitor issues
• Ensure all those who are vending at the event have an approved Special Temporary
Retail Use Permit
• Ensure all vendors have a trash bin, ABC Class fire extinguisher, and a first aid kit in their
assigned vending area
• Ensure that food vendors are not plugging deep fryers and other large appliances into
the Community Center electrical system.
• Ensure pathways for customers are kept clear and open
• Resolve vendor complaints
• Be at the Planning Office on June 29th for a walkthrough of duties
Work Qualifications:
• QIN Business License
• Must be able to work independently
• Must have a positive customer service attitude and be able to manage conflicting
personalities effectively (please describe experience)
• Must be able to work in crowded and confined areas
• Please state in detail the anticipated proposed working hours
• Contractor must reside in the village of Taholah, WA
• Must have a working cell phone with reception in the village of Taholah.
Please note that approved 2026 Chief Taholah Days Vendors are not qualified to apply

Indian Contractor Preference
Preference will be given to Indian Contractors. Please specify in the proposal if bidders are
Quinault (with enrollment number), Supporting Quinault, Other Indian, or Non-Tribal.
Bids are due Thursday, June 11th, 2026 by 4:00pm. And must be submitted to Cora
Pope at 1214 Aalis Drive, Taholah, WA 98587 or emailed to bids@quinault.org with the
subject line “Chief Taholah Days Contractor.” Please cc emily.wheaton@quinault.org
when submitting bids. Please provide a W-9 and 2026 QIN Business License with your
bid, if possible, to help speed up the process.

The successful bidder will sign a Professional Service Agreement (PSA) with the QIN and
obtain a QIN business license for all firms/subcontractors doing work on the Quinault
Reservation.
This RFP does not commit QIN to award a contract, to pay any costs incurred in preparation
of a response to this invitation, or to procure or contract for services or supplies.
Respondents will not offer any gratuities, favors or anything of monetary value to any
employee, officer, or agent of the QIN for the purpose of influencing favorable disposition
toward either their proposal or any other proposal submitted as a result of this RFP. The
QIN reserves the right to accept or reject all or part of the proposal, or to decline the whole
proposal, and to negotiate with the respondents to ensure QIN receives the appropriate
deliverables within the required timeframe. A declaration of an apparent low cost or
successful proposer does not constitute the award of the project. The award shall be made
only after a thorough review of the proposal and approval by the Quinault Business
Committee.
