SCOPE OF WORK
The Contractor shall be responsible for ensuring that all fire fighting vehicles are in compliance with all State and
Federal DOT requirements for the State in which the vehicle is being delivered, including but not limited to the
following:
1. NFPA 1900 Standard for Automotive Fire Apparatus 2024 edition
a. NFPA 1900 consolidates 1901 (fire apparatus), 1906 (wildland apparatus), and 414 (Aircraft
Rescue and Fire-Fighting ARFF vehicles
2. All State and Federal DOT requirements for fire apparatus and commercial vehicles.
3. Federal Motor Vehicle Safety Standards (FMVSS).
The Contractor shall be responsible for assigning a dedicated representative to assist the purchasing entity with
any issue that may arise, including, but not limited to, manufacturer defects, billing, maintenance, service centers,
etc.
Contractor and/or its dedicated representative shall respond to the purchasing entity within two (2) business days.
I. Vehicle Requirements at Delivery:
Prior to acceptance by the Purchasing Entity, Contractor must ensure the following:
A. Each fire apparatus must be the latest model of the manufacturer’s current standard production.
Though not specifically covered herein, all parts necessary to provide a complete and efficient fire
apparatus must be furnished with each unit. All parts must conform in design, strength, quality of
materials and workmanship to current engineering practices and accepted standards of the
industry.
B. Each fire apparatus must be completely assembled and adjusted per manufacturer specifications.
All equipment, including standard and supplemental must be installed as per the manufacturer’s
specifications.
C. Each fire apparatus must be fully serviced and complete with all fluids and lubricants (excluding
water in tank), filled to the proper levels, with a full tank of fuel and ready for continuous operation
at time of delivery.
D. Each fire apparatus must be furnished with one (1) parts book, one (1) service manual, one (1)
operator’s manual, and one (1) lubrication guide.
E. Each fire apparatus, at the final destination point, will be fully inspected by a designated
representative of the Purchasing Entity to assure that it meets the minimum specification
requirements as required by the NFPA 1900 and any other unique requirements of the
Purchasing Entity. If it is determined that the unit is not in accordance with the minimum
specification requirements of the NFPA 1900 and Purchasing Entity, the Contractor must pick-up,
correct any discrepancies and re-deliver to the Purchasing Entity at the Contractor’s expense.
The timeframe for completion of corrective action must not exceed thirty (30) calendar days from
receipt of written notification from designated representative of the purchasing entity.
II. Design, Engineering, Production, and Delivery
Contractor agrees to assist the purchasing entity with:

A. Understanding operational requirements, response environment, staffing, call types, and
jurisdictional constraints to ensure the apparatus aligns with real-world use.
B. Using the agency’s requirements and applicable standards (e.g., NFPA, state or cooperative
specs), the Contractor will help translate operational needs into a compliant apparatus design,
identifying standard features versus optional or custom components.
C. Set a pre-construction meetings to review chassis selection, body configuration, pump/aerial/tank
options, equipment mounting, and safety considerations.
D. Contractor will ensure the proposed design meets all required standards, regulations, and
cooperative contract terms, while clearly documenting any deviations or approved exceptions.
E. Detailed drawings, specifications, and build sheets are submitted for review and approval by the
purchasing entity prior to production to confirm the final apparatus design.
F. Contractor agrees to maintain regular communication, providing progress updates, change
notifications, and milestone confirmations.
G. Contractor coordinates factory inspections, final acceptance testing, delivery logistics, and
documentation to ensure the apparatus meets contract and design expectations.
III. Delivery & Acceptance
Contractor agrees to the following:
A. Delivery to any location within the contiguous United States is included in the Contractor costs
and shall not be billed as a separate line item.
B. Delivery to Alaska, Hawaii, or any Participating Entity that is not part of the contiguous United
States will be coordinated and established in a Participating Entity’s Participating Addendum
(PA). Contractor is still responsible to cover the shipping costs to the Purchasing Entity’s nearest
shipping port in the contiguous United States. Where delivery and acceptance may not happen
at the Purchasing Entity’s location, Contractor and Purchasing Entity agree to establish a Delivery
and Acceptance process in the PA.
IV. Post Delivery Training and Support
Contractor agrees to the following:
A. To provide both operator training as well as maintenance training for those individuals that will
oversee maintenance of the vehicle.
B. Operator training may be done in person or virtually and is at the selection of the Purchasing
Entity.
C. Training is included in the cost of the Fire Apparatus and should be at no additional cost for
Purchasing Entity. Contractor shall not add standard training as an additional line item on any
quote.
D. Ongoing maintenance and support in fulfillment of any warranty obligations by manufacturer.
E. Extended warranties may be quoted as an additional line item within a quote for a Purchasing
Entity.
V. Warranty & Post-Delivery Support
Contractor agrees to the following:
A. To provide a written warranty covering the apparatus, major components, and workmanship for
defined timeframes, clearly outlining coverage terms, exclusions, and remedies.

B. To provide a primary contact that will serve as the primary point of contact for warranty claims,
coordinating with component suppliers to streamline issue resolution and minimize downtime.
C. To provide how warranty repairs will be handled, whether they may be performed on-site, at
authorized service centers, or at manufacturer facilities, depending on the nature of the issue and
geographic location of the agency.
D. Ongoing access to technical support, including phone or electronic troubleshooting assistance,
diagnostic guidance, and documentation support for maintenance staff.
E. To provide warranty documentation, maintenance manuals, parts lists, and service records
necessary to support compliance, audits, and asset management.
